Description

Under general supervision of the Public Safety Technology Manager, the Public Safety GIS Analyst creates and maintains a comprehensive geospatial information system (GIS) for Public Safety. The GIS Analyst, working in collaboration with the Information Technology (IT) GIS team, provides highly technical spatial analysis, advanced analytics, mapping, and reporting services to the Police and Fire Departments, ensuring a seamless functionality with existing applications and integrations.

Principal Duties

  • Manage the development and maintenance of the Public Safety Geographical Information System (GIS) data including but not limited, to maintaining the Public Safety GIS layers by inputting and correcting data, researching data conversions, establishing data specifications, updating resources (maps, databases, and scanned images), and performing continuous maintenance activities to ensure data integrity.

  • Serve as departmental technical expert for the Geographic Information System, providing technical support to the department’s end users; analyzing and identifying needs, priorities and areas requiring action; and collaborating with end users to identify reporting and query needs in effort to streamline and improve operations.

  • Develop GIS applications; design and edit custom templates, scripts, macros, and web applications to meet project parameters or customer needs; and develop automation or customized routines to enhance GIS applications and increase departmental productivity.

  • Perform highly technical integration and analysis on spatial and tabular data from a variety of sources and other applications, create database queries, and develop reports utilizing a variety of data sources.

  • Perform digital conversion and production of complex maps related to public safety and/or crime activity, develop computer applications and scripts to streamline business operations; write database queries; and conduct spatial analysis of crime data.

  • Perform research, in collaboration with IT GIS team to implement new GIS technology, software, and practices.

  • Work in conjunction with the IT GIS team to facilitate the development and implementation of protocols for the Public Safety data within the City geospatial information system.

  • Fulfill internal and external requests for public safety related GIS information to include developing graphic presentations, charts, graphs, and maps.

  • Collaborate and coordinate with multiple internal and external stakeholders including IT GIS team, other City of College Station departments, City of Bryan, Brazos County Emergency Communications District and Brazos County on dataset management and best practices.

Qualifications

Required:

Bachelor's degree in Geography, Geographic Information Systems, Spatial Science or related technical field and two (2) years or more years related experience using Geographic Information Systems; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Knowledge and experience with MS Windows, Windows-based applications, ESRI ArcGIS, Visual Basic programming language, and SQL database language. Knowledge of fundamental GIS/GPS principles and practices. Excellent written and oral communication skills. Programming experience with Python.

Preferred:

Five (5) years of GIS work experience in the public safety industry. Programming experience with VBA and ArcObjects. Ability to read and interpret utility construction drawings and specifications.

Supplemental Information

SPECIAL REQUIREMENTS:

Drug Screening: Due to the safety and/or security sensitive nature of this position, individuals shall be subject to pre-employment or pre-placement drug and/or controlled substance testing as outlined in City policy.

Additional Criminal Background Screening Required: In addition to the standard pre-employment criminal background check, individuals receiving a conditional offer for this position shall be subject to a finger-print based background screening due to the required access to secured buildings and/or secure data systems.

Candidates must be successful in each phase of the selection process.

Candidates may be eliminated or disqualified at any point in the process for failure to meet the criteria set forth by the Police Department.

*A conditional offer of employment will have been made before the drug screen and medical exam are administered.

The expected duration of the application process is 60-90 days. Those successfully completing the selection process will be placed on an eligibility list for 6 months. After 6 months, the applicant must reapply. Applicants who fail to successfully complete any portion of the selection process shall be notified in writing by the Human Resources Department. This notification will include the eligibility date to reapply which will be no sooner than 30 days from the rejection date.
