Job Location: This position is located in Colorado Springs at the Colorado Department of Corrections Headquarters. The eligibility list created from this announcement may be used to fill future vacancies in Colorado Springs.

Description of Job
The Facility Management Services (FMS) work unit provides highly technical facility master planning, program planning, housing capacity and bed planning, infrastructure operations, energy management, regulatory agency reviews and approvals, in-house programming for security, communications, and technical systems, procurement, contracts, leases, memorandums of understandings, interagency and intergovernmental agreements, field maintenance technical guidance, life safety program administration, department asbestos coordinator and hazardous materials oversight, physical compliance, standards development, and Office of the State Architect (OSA), State Buildings Programs (SBP) representation and authority of the State Buildings Delegate.
Responsibilities include, but are not limited to:
Assist the FMS Contracts Manager for all SBP standard form design professional service contracts;
Assists in managing all contracts for State Code Review Agent plan review and building inspection authorization;
Assists in contracts in CORE including, but not limited to, funding, vendor entry, EFT payment set-up, and insurance provisions;
Performs CMS Contract Writer authority to initiate all contracts;
Assist the FMS Budget and the FMS Contract Manager for all CC/CR/CM projects, Emergency CM projects (EM), State Risk Management insurance projects (IN), throughout appropriation;
Research and interpret Colorado Revised Statute, Fiscal Rules, Procurement Code, Administrative Regulations, and State Buildings Program (SBP) policies on a regular basis to ensure adherence while completing tasks;
Supports all FMS work groups, FMS Business Manager, and CMS Monitor with Contracts requisition preparation, CORE RQS validation, submittal, CORE solicitations (IFB, DQ and RFQ), and initiation of CORE CT Contracts, modifications (Amendments, Supplements, and Change Orders), and closeout procedures;
Supports FMS Business Manager with project and contract level declining balance spreadsheets, contract modifications, CORE reporting, vendor pay application review and reconciliation;
Assists and supports State Buildings Delegate in compliance with OSA/SBP policy for Contracts documents, exhibits, attachments, distribution, and original document file retention;
Manages filing cabinets, folders, labels, transmittals, shipping, etc., and project manual specifications and drawings for facility record filing.

MINIMUM REQUIREMENTS
Education: Graduation from an accredited college or university with a bachelor's degree in a field of study related to the work assignment.
A copy of your unofficial college transcript with your name, institution name, degree and date conferred MUST be attached to your application to verify your education.

One (1) year of full-time professional finance, accounting, business or related experience that includes purchasing, contracting or legal services.
This experience must be clearly described, in your own words, within the work experience section of your application to meet this requirement.

Employment history is calculated on a full-time basis (40 hours per week). Less than full-time employment is calculated on a prorated basis to determine qualifications. Government and private sector experience in procurement;
Knowledge of Professional Design and Construction Services Contracts;
Knowledge in Colorado Fiscal Rules (CRS), procurement code and contract requirements;
Knowledge of Colorado Operations Resource Engine (CORE);
Knowledge of the Contract Management System (CMS);
Proven experience with writing and reviewing professional design and construction service contracts for a large organization;
Knowledge of general legal and business principles (i.e.: statute rules and policies related to contracts, contract and commercial law, insurance practices, risk management issues);
Advanced computer skills to include Microsoft Word, Excel spreadsheets, and Access data bases with applications in business accounting:
Experience working for a State of Colorado agency.

Successfully pass all modules of the Colorado Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics;
Possess the physical ability to successfully complete Defensive Tactics;
Lift arms above head and kick as high as own waist;
Stabilize another person to accomplish a controlled take down;
Use arms, palms of hands, shins, and feet to deliver blows;
Withstand impact (slow speed or with a safety bag) on own body from strikes/blows;
Swing a baton in a striking technique;
Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;
Get down on one or both knees and up again with multiple repetitions;
Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment;
Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security;
Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury;
Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;
Work in situations involving assaultive behavior, physical control of another person and/or restraint situations;

Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule;
TB (tuberculosis) screening is required of all new employees upon hire;
Employees may be required to submit to regular serial testing and reporting for COVID-19.
