Job/Position DescriptionPerforms highly advanced management and oversight of audit staff and directs daily operation of the audit unit. Work involves supervising single audit, compliance audit, and cost report audit duties in the planning, scheduling, coordinating, reviewing, and reporting of the work of audit teams engaged in specific work assignments; providing expertise in auditing standards and audit requirements, and other areas requiring extensive experience in governmental auditing; establishing short-, mid-, and long-term goals and objectives; developing policies and procedures; developing schedules, priorities, and standards for achieving established audit goals; coordinating and evaluating audit program activities; developing audit plans; supporting legislative related inquiries and analyses; and completing performance evaluations and handling human resource matters for audit staff. Interacts with internal and external stakeholders to represent the Audit Section of the Rate Analysis Division. Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.EJF1 Directs the daily activities of the Audit Unit. Coordinates the initiation and assignment of staff to audits. Develops an annual audit plan in consideration of risk and stakeholder needs. Oversees the preparation of management and productivity reports and studies. Oversees the preparation of and evaluates budget requests. Represents the unit at meetings, hearings, trials, conferences, seminars, and committees. (50%) EJF2 Manages the Audit Unit staff. Directs staff on audit and Unit objectives. Supervises and evaluates audit staff performance and conducts or implements disciplinary actions. Supervises and assists in the training of new auditors. Provides technical guidance to staff in the program area. Reviews audits for completeness; compliance with governmental auditing standards; uniformity in methods; and adherence to statutes, departmental policies and procedures, and legal decisions. Identifies needed areas of change and makes recommendations to improve operations. (40%) EJF3 Screens applicants, conduct interviews, and evaluates candidates for hire. (10%) Registrations, Licensure Requirements or CertificationsCPA, CIA, CISA, CFE preferred. Knowledge Skills AbilitiesKnowledge of local, state, and federal laws and regulations relevant to health care generally. Knowledge of Health and Human Services agency programs, applicable standards, and policies, functions, objectives, operating methods, and procedures. Knowledge of single audit, finance, administration, budget, statistics, project management, information systems, human resources, conflict negotiation, and accounting. Knowledge of Medicare/Medicaid Cost Reporting is a plus. Skill in composing clear and concise audit procedures, findings, reports, and recommendations. Skill in the use of computer software programs including electronic audit workpapers. Ability to plan, organize, coordinate, and direct audit operations. Ability to establish and realize goals and objectives. Ability to develop and evaluate policies and procedures and devise solutions to audit and administrative problems. Ability to plan, assign, train, and supervise the work of others. Ability to maintain effective working relationships with others.
