Environmental Protection Agency Environmental Protection Specialist in Dallas, Texas

Summary This position is in Region 6, Superfund and Emergency Management Division, Assessment and Enforcement Branch, Enforcement and Cost Recovery Section. About Region 6: https://www.epa.gov/aboutepa/epa-region-6-south-central. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities At the entry level of this position, you will: Conduct enforcement efforts in consultation with a case management team comprised of attorneys, Remedial Project Managers/On-Scene-Coordinators, and others to achieve enforcement goals and maximize cost recovery. Develop strategies for negotiations and/or litigation. Serve as a Work Assignment Manager (WAM), monitoring specific portions of work under contracts for cost-reimbursable, level-of-effort contracts. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. If you are selected, you may be required to complete a one-year probationary period. This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-11 level, you must have one of the following: 1 year of full-time specialized experience equivalent to at least the GS-09 level defined as assisting in enforcement and/or cost recovery activities, analyzing data, and managing/monitoring projects; or Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position; or equivalent combination of education and experience To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as developing complex financial calculations for negotiations, settlements, referrals, and/or legislation; making cost recovery and liability determinations; and developing and implementing presentations and training for staff. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of rules, regulations, policies, and procedures associated with investigation, enforcement, and litigation activities at Superfund sites. Knowledge of federal, State, and local laws and regulations, documentation and reporting requirements and lawmaking or rule making processes to make decisions or recommendations. Skill in oral communication. Skill in written communication. Skill in managing and monitoring projects. Ability to calculate costs and reconcile financial reports. Ability to coordinate with a wide variety of technical and legal staff and managers on enforcement and cost recovery matters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
