Description of Job
Provide technical support for the Office of the State Architect (OSA), State Buildings Program, Floodplain management and water conservation regulations. Responsible for the floodplain development application process including policy implementation, upholding the regulations as set forth by National Flood Plain Insurance Program and the Colorado Division of Natural Resources, Colorado Conservation Board.
A summary of the duties and responsibilities will include, but are not limited to, the following:
SB24-179 was passed directing the Office of the State Architect (OSA) in the Department of Personnel and Administration to develop a floodplain management program on state-owned land in counties or municipalities that do not participate in the Federal Emergency Management Agency’s (FEMA) National Flood Insurance Program. This position would be primarily responsible for the development and implementation of this program.
Review Floodplain Development Permit applications from State agencies and institutions to determine whether a proposed building site, including the roads and bridges will be reasonably safe from flooding and meets State and federal regulations. Make interpretations of flood hazard area boundaries and utilize Federal or State data to set base flood elevations.
Notify, in riverine situations, adjacent communities and the Colorado Water Conservation Board, prior to any alteration or relocation of a watercourse, and submit evidence of such notification to FEMA.
Chair an Appeals Board made up of State and local stakeholders on variance requests
Inspect all approved development at appropriate times during the period of construction to ensure compliance with all provisions of the policy, including proper elevation of the structure.
Assist the Energy & Environment Program and the Sustainability Office on water conservation policy and guidance on State property.
