Summary This position is located within the Denver Center of Innovation (COIN) at the VA Eastern Colorado Health Care System in Denver, CO. The Supervisory Health Science Specialist - Director of Operations - Research Engagement serves as the evaluation and engagement research subject matter expert and program management officer to the COIN Director. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION The major duties include but are not limited to: Oversees and provides administration of qualitative data analysis research and for overall program evaluation which is central to all future-based research grant-funding proposals and business prospects; Executes thorough understanding of management plans, statements of work, and business case reports; Assists with long-term and short- term strategic goals for the research program, staff development, funding avenues, and collaborative initiatives with affiliated medical and educational institutions; Draws on expertise in Veteran engagement in research and Quality Improvement to plan and implement national resources for engaging patients and caregivers as partners in VA research in a consistent manner; Oversees the implementation of the new policies, procedures, and program initiatives of research and quality improvement programs; Approves budget estimates, fiscal and program operating plans, budget requests, analyses, and justifications; Prepares briefings for senior VA officials, local and national elected officials, affiliated organizations, and others as appropriate; Conducts measurements and assessments for all research-based grant-funded projects and evaluates progress on completion of intermediate deliverables and deadlines; Oversees the quality and administration of health sciences research programs; Directs all functions of operational data analysis research and quality improvement by planning, analyzing, evaluating, directing, and/or coordinating the management of such activities throughout the service-line; Serves as the primary unit expert resource for study design, methodology and analysis, and provides expert review of research findings and outcomes; Evaluates program effectiveness, implements process improvements, and guides regulatory compliance of grant-funded research projects; Updates research operations documentation, data systems, and standard operating procedures, Performs the full range of supervisory responsibilities to include but not limited to oversees the daily research operations of research staff; provides ongoing guidance and mentorship; directs management timelines; establishes guidelines and performance expectations for staff, observes worker's performance, and conducts regular work performance evaluations; resolves informal complaints and grievances; provides direction and counsel; approves time and attendance; recommends appointments, promotions, reassignments; identifies and provides for training needs, etc.; and, Performs all other duties as assigned. Work Schedule: Monday through Friday, 8:00 am - 4:30 pm. AND To qualify for this position, you must meet the following Basic Education Requirement for the 0601 series: Basic Education Requirement: You must have successfully completed a Bachelor's or graduate/higher level degree, with a major study in an academic field related to the medical field, health sciences, or allied sciences appropriate to the work of the Supervisory Health Science Specialist - Director of Operations - Research Engagement position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. AND In addition to the Selective Placement Factor and Basic Education Requirement above, to qualify for this position at the GS-14 level, you must meet the following: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of a Supervisory Health Science Specialist - Director of Operations - Research Engagement, and that is typically in or related to the work of the position to be filled. Specialized experience is demonstrated lead or supervisory experience such as directing the work of subordinates, managing performance, reviewing training needs, etc.; developing and directing the administrative and operational activities of a healthcare research program to include the budget/fiscal, grant funding, human resources functions; performing complex analytical studies and interpretation of results; overseeing new methods, approaches, or procedures in the coordination of research projects or clinical studies; exercising interpersonal and team building skills with all levels of the organization. You will be rated on the following Competencies as part of the assessment questionnaire for this position: PLANNING AND EVALUATING RESEARCH BUDGET ADMINISTRATION PERFORMANCE MANAGEMENT IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. The position can be stressful at times as it involves working independently in making decisions on behalf of senior leadership and who may be required to travel to various meetings, conferences, and other research site locations with little notice.
