In May 2023, Governor Polis signed House Bill 23-1272 Tax Policy That Advances Decarbonization (https://leg.colorado.gov/sites/default/files/2023a_1272_signed.pdf) , which authorizes the Colorado Energy Office (CEO) to aid the Department of Revenue in the administration of tax credits for heat pump technology through refundable tax credits for the implementation of eligible heat pump and thermal energy network projects in Colorado. The bill reauthorized and updated the existing tax credit for heat pump technology and altered the mechanism for delivering the tax credit. With the revised process, the CEO reviews and certifies contractors as ‘eligible taxpayers’, provides education and outreach, and also monitors the tax credit for efficacy.
