Description of Job

The Deputy Commissioner, Strategy will play an integral role in developing and supporting the Colorado Department of Education's (CDE) strategic plan, including a specific focus on operational excellence. This role provides direct leadership for the internal operations (including oversight of the Chief Financial Officer (Accounting, Budget, Contracts and Procurement) and Information Management Systems (IMS) to ensure that CDE is positioned to provide the necessary support for Colorado's school districts and the department as a whole. Additionally, the Deputy Commissioner, Strategy, will collaborate with the Commissioner and the senior leadership team to coordinate and manage the essential day-to-day business of the agency; facilitate cross-departmental relationships; and execute key projects necessary for departmental success. The Deputy Commissioner, Strategy, is responsible for developing short-term and long-term strategic priorities for the agency and collaborating with the department’s leadership teams to ensure the department’s work aligns to those priorities. This role is critical in ensuring the operational efficiency and effectiveness of CDE.

Key Duties and Responsibilities:

Job Duty 1: Executive and Divisional Leadership (15%)

Provides executive leadership for and oversees all teams under the Deputy Commissioner, for Strategy with a focus on building systems and processes that increase efficiency for operational and programmatic staff. This includes organizational development, supervision, coordination, reporting and budget work of all teams (Chief Financial Officer and the Accounting, Budgeting, Contracts and Procurement teams), Information Management System (IMS), the ESSER team through roll-off, and the Building Manager.

• Serves as an integral member of the Commissioner’s Leadership Team (CLT), the Senior Leadership Team (SLT), and Extended Leadership Team (ELT) providing or facilitating recommendations and expertise concerning areas within the Deputy Commissioner, Strategy’s role.

• Works with the Commissioner and the department’s leadership teams to continually improve the structures and norms to support the agency’s strategic priorities. Supports the Commissioner in optimization of resources across the organization.

• Makes connections and helps to problem-solve work across teams in advancement of the strategic plan, providing guidance and improvements on internal and external issues and processes, and providing coaching and support for direct reports and other staff in leading their units and offices.

• In collaboration with all leadership teams, supports the creation and maintenance of a healthy organizational culture that promotes growth and equal opportunity in alignment with CDE’s values of accountability, equity, integrity, service, and trust.

• Supports the enhancement of cross-unit team work to build coherence in CDE’s work, especially in terms of the department’s operational work.

• Serves as both a sounding board and incubator for innovative ideas to accelerate priorities and service excellence, and champions those ideas for the good of the organization.

• Designs and implements a model of collaboration where innovative ideas may grow and impact the ways the internal service teams and external service teams interact with and support each other.

• Engages in and supports healthy conflict and conflict resolution laterally and vertically throughout the organization.

Job Duty 2: Strategic Planning and Implementation (35%)

Supports the Commissioner in establishing the vision and strategic direction for the whole department, ensuring attention and accountability for implementation of the strategic plan, and intentionally using the department’s budget and budget process to strategically support implementation of the strategic vision.

• In conjunction with all Colorado education stakeholders, and collaboratively across CDE divisions, units and offices, leads, supports and facilitates the successful development and implementation of the Colorado Department of Education strategic plan and the State Board of Education mission, goals and objectives.

• Provides executive sponsorship of all initiatives being undertaken within the Deputy Commissioner for Strategy’s teams’ responsibilities with an eye towards cross-Departmental service.

• Represents CDE in legislative policy contexts (in conjunction with the department’s policy team), national and state organizations, and professional and public associations on issues related to the department budget and strategic plan.

• Provides guidance and support to the Deputy Commissioner for Strategy’s teams, ensuring high-quality performance, accountability, and professional growth.

• Monitors, and adjusts as needed, the Deputy Commissioner for Strategy’s teams and their staff to ensure alignment with the CDE strategic plan, compliance with federal and state statutes, Board of Education rules, and Colorado Department of Education (CDE) policies, practices and procedures.

Job Duty 3: Policy Development and Implementation (20%)

Oversees the development and implementation of all policy, rules, and statutes concerning budget, accounting, contracts, procurement, travel and technology, in alignment with state and federal rules and CDE’s departmental values.

• Reviews, interprets and recommends new, revised or amended departmental policies, practices, and procedures to ensure program efficiency and compliance with City, State, and Federal laws and regulations, and CDE’s departmental values. Supports team leads in the development of specific policies.

• Supports leadership across CDE on budgetary requests to the state legislature, in conjunction with the policy team.

• Ensures all CDE internal policies are developed through CDE’s approved process, including that an equity review occurs (with support from the policy team) and feedback is addressed in the final revision of the policy.

• Ensures that all internal policies are maintained, updated and easily accessible to all staff.

• Communicates clearly about internal CDE policies, provides accessible information on all internal policies, and provides contacts for more information on each policy.

• Monitors and reviews all materials submitted to the State Board of Education from the Deputy Commissioner for Strategy’s teams, and, along with the Deputy Commissioner of Pathways, Policy, and Partnership, supports leads in ensuring effective and consistent engagement with State Board of Education members.

• Stays abreast of current research, trends, and innovations in education and government operations, including participating in the Deputy Network for state agencies.

Job Duty 4: Partner Engagement and Customer Service (20%)

Serves as the primary backup for the Commissioner on all activities and requests related to: department financial, IT, and building operations; federal COVID relief funding; and strategic planning.

• Represents the Commissioner and CDE internally and externally on matters related to the work of the department’s operations and strategic planning.

• Provides leadership to the state legislature (in conjunction with CDE’s policy team), federal legislators, U.S. Department of Education, internal and external stakeholders in the development and implementation of CDE’s operations, ESSER funding and strategic plan.

• Communicates and disseminates information, policies, and best practices around the work of the Deputy Commissioner for Strategy’s teams to internal and external audiences, as appropriate, using various platforms and media, working through CDE’s communication team.

• Establishes and maintains positive and productive relationships with key stakeholders, such as school districts, higher education institutions, professional organizations, community partners, and other state agencies to advance the department's academic and operational agenda and goals.

Job Duty 5: Other Duties as Assigned (10%)

Supervisory Responsibilities:

This position does have supervisory responsibilities. The duties and responsibilities for employees that supervise staff include, but are not limited to the following:

• Models and ensures consistency with organizational values and policies, including the expectations around equity, diversity and inclusion.

• Clearly communicates expectations and standards to staff.

• Conducts timely performance management of staff including formal evaluations, on-going and routine feedback, and holding staff accountable.

• Awareness and approval of employee time worked and work schedules. This includes approval of time worked for payroll and monitoring and approval of all work schedules including remote work and flex schedules, based upon CDE's policies.

• Provides the applicable tools and resources staff require to perform their job.

• Participates in weekly supervisor learning and informational meetings to ensure current knowledge of policies, procedures and best practices

Skill/Qualifications

  • Models integrity, trust, service, accountability and equity in behavior, leadership, decision-making and work ethics.

  • Experience in and knowledge of the K-12 education landscape in Colorado including key policies, governance structure, education data and educational equity, diversity and inclusion

  • Successful program management experience (developing, monitoring, implementing and revising program plans, budget, schedule, activities, and deliverables), involving cross-organizational teams in a targeted, focused, and outcomes-driven format from initiation to completion

  • Demonstrated experience in public sector program implementation, management, and policy development including ensuring program compliance with Colorado Statutes and promulgating program rules.

  • Experience and expertise with Budgeting, Accounting, Purchasing and Contracting, Strategic Planning, Information Management Systems and managing federal grants.

  • Experience and ability to provide policy analysis and related recommendations, provide costing analysis, and communicate findings effectively.

  • Demonstrated ability to communicate effectively both verbally and in writing, as well as an ability to do oral presentations for a large variety of audiences, including superintendents, educators, chief financial officers/business officials, and elected policy makers.

  • Ability to design and conduct research and report on findings.

  • Strong leadership, management, coaching and organizational skills.

  • Strong communication, collaboration, problem solving and conflict resolution skills.

  • Ability to provide performance improvement feedback and facilitate change management within individuals, teams, organizations and oneself

  • Demonstrated ability to work through ambiguity to bring clarity to roles and tasks to meet deliverables

  • Experience supervising professional staff.

  • Strong demonstrated skill with Microsoft Excel, Microsoft Word, PowerPoint and Google Suite tools.

  • The ability to pass a background check.

  • Bachelor’s degree or above in education, education policy, public administration, public affairs or related field or equivalent experience. (Master’s or doctorate preferred.)

  • Minimum of 5 years of experience in senior/executive leadership and supervision in education and/or government setting.
