Description
Under general supervision, plans and coordinates activities for issuance of a variety of right-of-way permits, including construction permits for sidewalk, street and alley rights-of-way.
Examples of Duties
Supervises, plans, directs, and reviews work assignments of technical and support professionals.
Instructs and trains staff on requirements, policies, procedures, and best practices for provision of departmental services.
Coordinates the approval and issuance of construction, use, and movement within rights-of-way permit requests with designated personnel, departmental divisions, and other agencies.
Coordinates inspection activities with utility companies and contractors.
Investigates and analyzes permit requests for sidewalk, street and alley rights-of-way.
Compiles and reconciles sidewalk, street, and alley encroachment construction costs and prepares activity reports.
Investigates conditions or proposed changes affecting sidewalk, street, or alley rights-of-way.
Provides general and specific information to City agencies, utility companies and contractors.
Represents the department on City committees and citizen groups to explain departmental policies and procedures.
Investigates permit requests relating to street and traffic problems.
Coordinates the distribution of permit status updates to property owners.
Consults with members of the City Engineering Division or Law Department on engineering or legal matters.
Investigates and resolves complaints and reports on sidewalk, street or alley rights-of-way defects or encroachments.
Coordinates the distribution of permit refunds for sidewalk, street and alley rights-of-way.
Provides court testimony regarding issuance of permits for sidewalk, street or alley rights-of-way.
Minimum Qualifications
Qualifications (required):
High School graduation or G.E.D.
Four (4) years of recent experience in construction and field engineering work.
Qualifications (preferred):
Completion of two (2) years of undergraduate studies with courses in Civil Engineering.
Experience in street or building permit work.
Experience Equivalency
Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
At age sixty (60) if you have at least ten (10) years of service, or
At age sixty-five (65) with eight (8) years of service.
• In the event of disability, other eligibility rules apply);
- An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
• Employees are vested after ten (10) years of service, regardless of age.
