Job Posting Summary
Under the direction of the CFO, the Director of Budgeting and Planning will manage, develop and administer the College’s budgeting and planning process. The incumbent will develop and maintain budgeting models to assess the financial impact of various enrollment, investment and expense initiative scenarios. This position will supervise, lead and direct analytical staff in financial planning, reporting, performance monitoring, budgeting, and special modeling and analysis.
Essential Job Functions & Responsibilities: Budget / Analysis / Reporting
• Oversee the development, communication, and management of the budget and planning process.
• Develop and distribute budget templates to the community at the appropriate organizational level.
• Develop annual salary budget and manage position control during the year to ensure budget compliance within approved spending levels.
• Prepare and monitor budget versus actual forecast models.
• Monitor operating budgets throughout the year to ensure budget compliance.
• Effectively communicate with budget owners regarding budget needs and activities (e.g. budget transfers).
• Manage and ensure data integrity for budget information within Banner. Work with programmers to develop ad hoc specialized reports.
• Prepare Budget vs. Actual financial reports and variance analysis for the Finance Committee of the Board on a monthly basis.
• Prepare P&L’s by school, program, and campus and related quantitative analysis.
• Assist with quantitative analysis related to proposals for new programs and initiatives.
• Staff and Secretary to the Economic and Fiscal Matters Committee.
• Prepare financial model to support tuition recommendation scenarios for the Board of Trustees.
• Develop long-term financial models for the Finance Committee and Board of Trustees.
• Prepare and maintain financial reporting by programs (academic matrix) as deemed appropriate by the CFO and Economic & Fiscal Matters Committee.
• Complete ad-hoc projects on a wide range of financial and strategic initiatives as may be required.
• Utilize expertise in understanding of the University’s financial structure to surface and answer key questions for the senior leadership team.

• Direct supervision of analytical staff including performance management, training, recruitment, problem resolution, motivating to achieve peak productivity and performance, and manage / coordinate workflow and prioritization of assignments.
• Assess analytical team on an on-going basis and initiate the implementation of best practices including workflow design, process improvements and documentation of standard operating procedures.
• Develop and implement initiatives to build the team, engage the department in the University community, and build positive morale in the department.
Managerial
• Direct supervision of analytical staff including performance management, training, recruitment, problem resolution, motivating to achieve peak productivity and performance, and manage / coordinate workflow and prioritization of assignments.

Qualifications
Required Skills & Experience:
• Bachelor's degree in accounting, business or finance and five to ten years of budget and financial analysis experience, preferably in an academic setting; or an equivalent combination of education and experience in which comparable skills are developed.
• Demonstrated knowledge of financial planning, budgeting, and analysis; excellent analytical and project management skills; able to manage multiple projects in a fast-paced work setting.
• Demonstrated analytical, organizational, inter-personal and management skills with an ability to communicate information clearly in written and oral format to a wide variety of audiences.
• General knowledge of accounting policies and procedures.
• Computer proficiency in Microsoft Excel, Word, PowerPoint, and Outlook.
Education Requirements:
• A master's degree in business administration or a related field.
• A Certified Public Accountant designation.
• Higher Education financial experience.
• Experience with Banner software is strongly preferred.
Physical/Other Requirements:
• Must be available to work onsite in Dobbs Ferry, New York.
• Must be able to push, pull, move or lift up to 50 lbs.
• Must be able to meet all general health requirements for the position as per college policies

The Mercy University Retirement Plan is comprised of two components:
Deferred Compensation Plan
All eligible employees may contribute to the Deferred Compensation Plan on a pre-tax basis upon joining the University.
Defined Contribution Plan
Eligible employees are enrolled in the Defined Contribution Plan after two (2) years of full-time employment at Mercy University and receive a semi-monthly contribution from the College, based on age and salary. If an employee is under age 36, they will receive a contribution of 3.3% of their annual salary each pay period. If an employee is age 36 or older, they will receive a contribution of 9% of their annual salary each pay period.
If employed full-time for two (2) or more consecutive years by another institution(s) of higher education (college or university), without an intervening break in service within the last twelve (12) months prior to employment before joining Mercy, please submit a waiting period waiver form to Office of Human Resources. The Defined Contribution will begin as of the first day of the month following receipt of the completed waiver form.
