Position Overview

Primary Function of Organizational Unit

The Student Health Center provides a collaborative and holistic health climate that provides healthcare services, wellness, and education. The Student Health Center promotes essential skills centered on optimizing sustainable, healthy behaviors of our students, campus, and surrounding communities.

Primary Purpose of Position

The Executive Director of the Student Health Center provides visionary and strategic leadership for the health and wellbeing of the North Carolina Center University community. The Executive Director is responsible for ensuring the delivery of comprehensive, quality health care for eligible individuals through the oversight of all services/activities in the Student Health Center: clinical care, nursing, medical records, pharmacy, laboratory, health education, administrative support services, and student insurance. Maintaining a keen awareness of the changing healthcare environment and making recommendations to administration regarding changing organizational needs, staffing patterns, revenue sources, etc. The Executive Director reports to the Assistant Vice Chancellor for Student Affairs – Student Health and Wellness and serves as a member of the Division of Student Affairs’ leadership team (SALT).

Required Knowledge, Skills, and Abilities

Knowledge of federal and state laws, accrediting body’s regulations and standards, quality improvement and electronic medical records management required. Demonstrated effectiveness in budgeting; staff supervision; facility operations; and strategic planning. Evidence of successful collaboration across University departments, involving students, faculty and staff as appropriate.

Minimum Education/Experience

Master’s degree in public health, healthcare administration, nursing, or related field with a

minimum of four years of full-time experience leading and managing ambulatory care facilities. Experience in college health or working with young adults is preferred.

Function Leadership

Visionary Leadership and Health Care Management: Provide strategic leadership to shape and enhance student health services and programs, fostering wellness, access, and success. Champion innovative approaches to meet evolving student needs and industry best practices while ensuring the delivery of comprehensive, quality health care for eligible individuals through the oversight of all services/activities in the Student Health Center: clinical care, nursing, medical records, pharmacy, laboratory, health education, administrative support services, and student insurance. Direct the preparation of the clinic budget and ensure the departmental needs are met, implementing a budget planning process that ensures the most effective use of resources. Maintain appropriate medical administrative policies and structure; and require staff competencies to fulfill stated goals.

Function Administrative

Administrative Leadership, Supervision, and Training: Oversee the provision of licensed healthcare provider services, nursing staff, and pharmacy management; coordinate and provide the screening, examination, diagnosis, and treatment of medical conditions, illnesses, and injuries in individuals; ensure proper and accurate identification of and response to medical and psychological emergencies. Train, supervise, and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination, and disciplinary actions; ensure that required licensures and certifications are current for healthcare provider positions. Develop department orientation and training sessions; implement new methods to increase efficiency and patient care experiences; collaborate with Student Health Center staff to enhance the integration of services; provide professional development activities and evaluate the quality and effectiveness of health programs and services.

Function Administrative

Outreach, Health Promotion, and Education: Direct the development and implementation of student health programs, services, projects, strategies, policies, procedures, goals, and objectives to meet current and future student health needs. Coordinate health services and related communications and information between faculty, staff, and students; ensure proper and timely resolution of health service issues. Evaluate and aid in managing health and safety risks pertaining to the university.

Function Administrative

Describe the specific tasks and responsibilities related to the function.

Compliance and Quality Assurance: Ensure compliance with the UNC system-wide student medical insurance requirements. Maintain quality standards through regular program and service evaluations. Develop and manage a risk management and quality assurance program in compliance with state and local requirements.

Advocacy and Representation: Serve as the ambassador for the Student Health Center, and liaison between the Student Health Center and the University administration; represent the Student Health Center on university committees, advisory groups, state and national committees, and to the public in matters pertaining to constituent matters. Advocate for the campus community by expanding health-related services and benefits; advocate for increased access; develop contracts and partnerships with external health service vendors; collaborate with other agencies to obtain grant funding to address identified student health support needs.
