Job Description

This is an opportunity for you to bring your expertise in modern digital technologies, strong technology implementation experience and a proven track record of change leadership to Blue Cross NC. In this role you’ll be responsible to assess the current state of solutions and processes, identify digital change opportunities, develop business cases, win executive sponsorship and then guide the proposed change through implementation and operationalization for realized value.We care deeply about the work we do and the impact it has on our customers.   • Operate as a consultant and self-starter to engage in areas where digitalization progress has been slow, develop an action plan, gain support, and assemble a clear recommendation and presentation suitable for executive leadership.

  • Plan and coordinate efforts to identify digital opportunities, gain alignment, and usher recommendations through the approval and activation processes.

  • Understand the competitive environment and our current level of technology competitiveness leading to discrete recommendations to compete more effectively.

  • Monitor and communicate industry changes and events articulating implications to our digital strategy.

  • Manages the process improvement activities.

  • Serve as point for large, sophisticated projects that span across the department (major outsourcing / insourcing deal, large audit effort, large contracting effort, RFQ/RFP/RFI work, etc).

  • Analysis of business proposals involving sophisticated financials or major process change.

  • Executes detailed analyses of business or technical opportunities and makes executive recommendations based on the analyses.

  • Build, maintain and report on key performance and quality metrics.

  • Represent the collective view of department to other key organizations within BCBSNC such as the Enterprise Project Office, consultants, senior leaders, Finance, etc. Interacts with SLT, ILT and critical external entities as requested.

  • Lead operational and strategic conversations for the department.

  • Lead collective reporting for resource utilization, service delivery and/or project portfolio performance.

  • Lead strategic efforts for the most critical applications with key business leaders.

  • Ensure audit and compliance across the department and provide oversight to all audit activities, responses and action items.

Hiring Requirements:

  • BA/BS degree

  • 10 years of IT experience and knowledge. Experience must include large IT organizational improvement initiatives and experience with advanced infrastructure and financial analysis.

Hiring Preferences:

  • Experienced at effective senior level management consulting. Able to gain the trust of leadership, gather and focus on key information, evaluate and assess the best options, while bringing a technology informed, independent perspective to help leaders to successfully navigate enterprise challenges.

  • Know and direct experience designing and implementing digital technology solutions. Understands the different categories of digitization and is able to apply appropriate methods for different scenarios.

  • Experience in leading key technology transformation initiatives to tangible change and business value. Ability to engage and align teams and leaders in shared investments and rapid collaborative work is critical.

  • Understanding and ability to apply technical knowledge to achieve clarity regarding total cost of ownership of technology solutions; able to objectively compare and select most efficient option.

  • Strong negotiating & influencing skills are essential.

  • Demonstrated skills and ability to assess customer/client needs,

  • Executive communications and ability to navigate through sophisticated environments - Ability to clearly articulate to decision makers in the organization, concisely on issues, recommendations and alternatives

  • Organizational change leadership with demonstrable ability to transform an organization
