Purpose of Classification: Under minimal supervision the Power Engineer develops electrical engineering designs, specifications, and cost estimates; prepares written reports for electric utility maintenance and construction programs associated with various projects and facilities. Works with the public and consultants providing direction and information on specific programs and projects
Distinguishing Characteristics: The Power Engineer is a classification found in the Utilities Department. Incumbents in this classification perform advanced electrical design engineering assignments on a wide range of utility projects of a complex nature and may serve in project manager capacity as required. This class differs from the higher class of Senior Power Engineer in that the latter has overall project management responsibility for major and/or complex or electrical engineering projects.
Essential Duties:
Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
Develops utilities' materials standards, equipment specifications, and operating procedures.
Assists in rate and cost-of-service studies as required and formulates recommendations for electric utilities' rates.
Performs load studies and prepares forecasts as required for utilities' system planning and budget preparation.
Provides guidance and work supervision to technicians as required by projects, as well as outside consultants on major projects.
Assists in the preparation of the utilities' annual budget, capital improvement programs, and quarterly financial and performance reports.
Works with and provides guidance for the utilities' customers in establishing utilities' service requirements and efficient usage.
Related Functions:
Assists with preparation of annual budget and CIP.Manages consultant contracts.
Performs engineering assignments as required.
Performs related duties and responsibilities as required.
Minimum Qualifications:
Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills, and abilities, which would typically be acquired through:
Bachelor of Science degree in electrical engineering (with power option or equivalent experience). and
Four years increasingly responsible electric utility related engineering experience.
Note: Masters degree or registration as a professional engineer may be considered in lieu of one year's experience.
Special Requirements
- Registration as a professional engineer in the State of California required to attain top salary step.

Knowledge of electric power systems and protection schemes.
Ability to create drawings and write specifications.
Ability to work with the public and internal staff members.
Ability to schedule design and construction projects.
Ability to prepare cost estimates.
Ability to perform as a project manager for electric utility projects.
Ability to prepare construction contracts and request for proposals.
Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include sitting for extended periods of time and operating assigned office equipment.
Ability to communicate with others and to assimilate and understand information, in a manner consistent with the essential job functions.
Ability to operate assigned equipment.
Ability to make sound decisions in a manner consistent with the essential job functions.
Working Conditions / Physical RequirementsWork in an office environment; sustained posture in a seated position for prolonged periods of time.
