DPWES provides award-winning solid waste collection services for approximately 45,000 homes, operates a transfer station and landfill, regulates solid waste services, and leads sustainability initiatives to promote zero waste goals for Fairfax County. DPWES Solid Waste is a diverse work force of approximately 300 merit and 50 non-merit employees and has an annual operating budget of more than $100M. Our nationally recognized team of professionals are working together towards a singular goal: providing environmentally responsible and cost-effective management of municipal solid waste, keeping Fairfax County safe, green, healthy, and clean.

This announcement may be used to fill one or more positions at the following locations:

  • I-66 Transfer Station: 4618 West Ox Road, Fairfax, VA, 22030

  • Newington Collections Facility: 6901 Allen Park Road, Lorton, VA 22079

Position duties Include:

  • Under general supervision, leads, inspects, and reviews the work of crews engaged in a variety of solid waste management activities, basic maintenance, repairs, construction, grounds keeping activities, customer service, and equipment operation and driving.

  • Leads and is engaged in the work of subordinate positions.

  • Represents the Solid Waste Management team in a professional manner at all times.

  • Operates various CDL and/or non-CDL vehicles and equipment to include, but not limited to driving and loading of refuse collection vehicles, two-man rear loaders, roll-offs, Pac-Rats, bobcats, forklifts, pick-up trucks, pressure washers, landscaping equipment, leaf equipment, equipment trailers, snow removal equipment, spreaders, etc.

  • Maintains operational records.

  • Prepares reports, work orders and enters data into a computer.

  • Provides clear and concise oral and written communications, including e-mail.

  • Ensures all work tasks are completed per agency guidelines and standard operating procedures.

  • Ensures that safety procedures are followed by staff and that crew members use equipment safely and properly.

  • Transports crews and equipment to work sites.

  • Inspects and approves the work of subordinate staff.

  • Provides guidance and training to subordinate staff.

  • Accurately completes daily and preventive maintenance reports.

  • Assists with traffic control.

  • Provides assistance at outreach events.

  • Assists with hazardous spill cleanups.

  • Assists in the inventory and requisition of equipment and materials.

  • Provides minor maintenance and repair of vehicles and machinery.

  • Accurately assesses resources necessary to perform assigned solid waste activity duties.

  • Provides responsive customer service to the public regarding solid waste complaints and other issues and provides appropriate solutions in accordance with Chapter 109.1 and agency standard operating procedures, all while adhering to the DPWES Core Values, County Standards of Conduct, and County Ethics.

  • Engages in safe working practices and complies with Solid Waste safety programs and guidelines. Complies with the DPWES Safety Competencies. Performs related duties as required.

*A $2,500 signing bonus is available to new county employees hired in an applicable Senior Maintenance Worker position. Applicants must possess a valid CDL at time of application submission to be eligible.

Illustrative Duties

  • Performs various semi-skilled tasks, to include specialized concrete and asphalt work (e.g., setting forms, finishing, etc.);

  • General maintenance and repair of machinery;

  • Constructs culverts and catch basins;

  • Adjusts manholes to proper height;

  • Inspects and approves work of Maintenance Workers;

  • Provides guidance and training to Maintenance Workers;

  • Assists customers using the homeowner’s disposal facilities;

  • Ensures that all white goods are properly processed prior to recycling;

  • Assists with spill cleanup, onsite at the disposal facility as well as throughout the county;

  • Coordinates various activities associated with repair and maintenance projects (e.g., paving, repairing sanitary sewer lines, rodding, and pressure cleaning operations);

  • Transports crew and equipment to work site;

  • May lead a crew in absence of Maintenance Crew Chief;

  • Inspects, and reviews work of a crew engaged in a variety of basic maintenance, construction and grounds keeping activities;

  • May Lead grass cutting, sodding, seeding, and fertilizing activities;

  • Leads playground equipment maintenance;

  • Participates in the maintenance of building walks, gutters, catch basins, and retaining walls, as well as concrete and asphalt paving projects;

  • Completes daily and preventive maintenance reports;

  • Trains staff;

  • Implements safety procedures;

  • Engages in safe working practices and complies with safety programs and guidelines;

  • Reports and monitors unsafe working conditions;

  • Complies with safety competencies.

Required Knowledge Skills and Abilities

  • Working knowledge of small engine equipment;

  • Working knowledge of concrete, asphalt, masonry and carpentry work.

  • Basic knowledge of storm sewers;

  • Knowledge of single axle dump truck, trailer, utility bucket truck, snow plow, spreader, tank truck, water truck and pickup truck;

  • Working knowledge of and the ability to use methods, tools and equipment commonly used in maintenance, construction, and grounds keeping activities;

  • Knowledge of occupational hazards and applicable safety practices;

  • Basic knowledge of computers;

  • Ability to lead other employees in a variety of activities, maintain records, and prepare reports;

  • Ability to follow written and verbal instructions;

  • Ability to perform activities requiring manual dexterity;

  • Ability to perform basic data entry;

  • Ability to work outside with regular exposure to severe weather, noxious fumes, high levels of dust, etc.;

  • Ability to perform medium to heavy manual labor;

  • Ability to comprehend and comply to safety practices;

  • Ability to maintain effective relationships with customers, employees and supervisors.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to completion of the tenth grade; plus two years of experience in maintenance, construction, or a related field.

CERTIFICATES AND LICENSES REQUIRED:

  • A valid motor vehicle driver's license.

  • DOT Medical Card upon hire.

  • Commercial driver's license (CDL) Class "B" or higher.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check, a pre-employment physical examination, and driving record check to the satisfaction of the employer.

Required to report to work during extreme inclement weather or other emergencies, including after-hours and weekend work during emergency incidents to fulfill emergency service duties.

PREFERRED QUALIFICATIONS:

  • Two years or more Maintenance and or Solid Waste experience proven mechanical skills and safety record.

  • Two years of work with snow removal, landscaping, construction, or road work.

PHYSICAL REQUIREMENTS:

Ability to lift 50 pounds. Ability to operate light, medium and heavy-duty equipment. Ability to perform duties in adverse weather conditions and temperatures. Ability to perform strenuous activities and repetitive motions. Ability to see, speak, hear and work around loud noises and equipment. Ability to walk, stand, stoop, bend, stretch, climb, sit, kneel, crouch, reach, crawl, and work in tiring and uncomfortable positions for lengthy periods of time. Ability to work around and be exposed to solid waste and household hazardous materials. Manual strength and dexterity needed to operate equipment and to lift and handle materials. All duties performed with or without reasonable accommodations.

SELECTION PROCEDURE:

Panel interview and may include exercise.

BONUS ELIGIBILITY:

Positions within this classification that require a CDL that are general merit may be eligible for a one-time hiring incentive bonus for new county employees only. This bonus program requires a signed payback agreement between the department and employee. Must have CDL at time of hire.
