Summary This position is part of the Defense Threat Reduction Agency. Responsibilities As a ASSESSMENT COORDINATOR at the GS-0301-13/14 some of your typical work assignments may include: This position is in the Mission Assurance Assessment Division (NE-MAA), Mission Assurance Department (NE-MA), Nuclear Enterprise Directorate (NE), Defense Threat Reduction Agency (DTRA). Responsible for managing, oversight, and coordination of all phases of a Mission Assurance assessment with the Mission Analyst and engineering, security, cyberspace, and emergency management assessors, as well as all stakeholder and higher headquarter representatives. The incumbent is responsible for overseeing all phases of an assessment, team member work assignments, and the integration of assessment results, technical support projects, and/or design reviews into standardized presentations, risk analysis spreadsheets, and reports. Works with Combatant Command staffs to develop Mission Assurance assessment or project objectives, scope, approach, time constraints, and cost estimates (when appropriate). Assists with the coordination of assessment requirements, methodology development, and training in coordination with the Department's DoD Red Team, Advanced Cyber Assessment Teams, the Mission Support Division, the Integration Division, and a multitude of other DTRA directorates. Applies program/project management techniques to implement all aspects of research and development associated with facility and infrastructure protection and risk analysis. Serves as the lead for assigned technical experts conducting vulnerability and risk analysis for a wide range of threats and hazards including natural disasters, sabotage, conventional weapons, electromagnetic, information warfare, and weapons of mass destruction. Builds on existing concepts and lessons learned from other programs and activities to develop new concepts/methodologies related to critical continuity/vulnerability assessments for U.S. and Allied organizations. Identifies and provides risk mitigation alternatives to Commanders/Directors of critical infrastructure, systems and missions. Advises the DTRA senior leadership on facility and infrastructure continuity and risk to mission related issues. Provides technical advice and assistance to the Office of the Secretary of Defense (OSD), Combatant Commands, Military Services, DoD and non-DoD Agencies and their staffs on facility and infrastructure continuity issues and risk to mission. Reviews and conducts in-depth technical analyses of feasibility of potential technology applications and/or developments that could meet National Security objectives associated with increasing mission continuity. This includes mitigating threats including peacetime and crisis incidents such as fires, accidents, technological failures, natural disasters, and sabotage; terrorism; civil unrest; conventional and information warfare; weapons of mass destruction; threats posed by hostile intelligence organizations; and potential damages caused by personnel insiders. Reviews, analyzes, and projects trends in facility and infrastructure continuity, policy objectives, and technology developments in the 5 - 20-year time-frame. Represents DTRA in interactions with OSD, Joint Staff, Combatant Commands, Military Services, and other DoD and government agencies. Defends findings, mitigation strategies and methodologies by composing correspondence, briefings, memoranda, budget narratives, and other documentation to present objectives and justifications to senior leaders throughout DoD, the interagency, and the federal government. Develops additional supporting material as required. Interacts with Service staffs and agencies as necessary. Requirements Conditions of Employment Qualifications You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Possess experience in providing oversight to, and execution of, programs and activities from one or more of the following areas: cyberspace operations, cyberspace and/or communications transport, and; Experience identifying and mitigating risk through activities, methods, or use of technologies that require additional authorizations, with minimal supervision or instruction, and; Considerable experience communicating orally or via written briefs to defend complex concepts and procedures, and detail all actionable events, milestones, and/or programmatic issues under review, to senior leadership, customers, and other stakeholders, with minimal supervision or instruction, and; Experience developing, validating, operationalizing, and documenting, and facilitating the functional coordination of operational requirements, methodology development, training, validation, and execution in coordination with leadership across multiple teams/divisions, with minimal supervision or instruction. You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Possess experience in providing oversight to, and execution of, programs and activities from one or more of the following areas: cyberspace operations, cyberspace and/or communications transport, and; Experience identifying and mitigating risk through activities, methods, or use of technologies that require additional authorizations, with minimal supervision or instruction, and; Considerable experience communicating orally or via written briefs to defend complex concepts and procedures, and detail all actionable events, milestones, and/or programmatic issues under review, to senior leadership, customers, and other stakeholders, with minimal supervision or instruction, and; Experience developing, validating, operationalizing, and documenting, and facilitating the functional coordination of operational requirements, methodology development, training, validation, and execution in coordination with leadership across multiple teams/divisions, with minimal supervision or instruction.
