Job Description

SAFETY OFFICER

Under the direction of the Warden, this position develops, implements, and monitors a comprehensive health and safety program in order to provide a safe and secure facility for Incarcerated Individuals (I/ I's), staff, and visitors.

Develops, implements, and monitors institution health and safety programs. Assures health and safety programs are consistent with applicable laws, policies, standards, etc. Read, interpret, and have available for reference the federal, state, and local laws relative to areas of responsibility. Write, implement, monitor health and safety procedures for staff and offenders, i.e., fire safety, hazardous chemicals, infectious diseases, confined spaces, lock out/tag out, hazmat, civil defense, etc. Attend training sessions, conferences, workshops, etc. to stay current and knowledgeable of laws, changes, etc.

Conduct scheduled and unscheduled inspections of all areas of the institution. Inspect, identify, and make recommendations for remedy of health/safety problems which may be injurious to any person. Investigate health/safety complaints filed by staff and I/Is. Investigate accidents of staff and I/Is, take photographs, conduct interviews, prepare reports timely, and make recommendations to the Warden. Respond to and investigate fires, chemical spills, sabotage to equipment, etc. Utilize gauges, meters, probes, etc. to test and screen as appropriate.

Arrange for and accompany inspectors from outside agencies, i.e., Fire Marshal, Bureau of Labor, Health Department, etc. Provide in-service training, consultation to staff and I/Is. Evaluate, assess equipment and machinery to determine safety in operations. Work towards elimination of all health/ safety deficiencies identified in inspections or made known by staff or I/Is. Monitor programs of safety glasses, safety shoes, hearing conservation, respirator programs, institution fire programs, fire drills, etc.

Maintains records, files, incident reports, statistics regarding work activity and operation. Completes and maintains hazardous chemical inventory and up-to-date Material Safety Data Sheets. Monitor the retention of Workers Compensation claims of I/Is and staff. Testify at court hearings, grievances, etc. and respond to requests for information and tort claims.

Minimum Qualification Requirements

Graduation from an accredited college or university with a bachelor's degree in occupational and environmental health, engineering or human resources management;

OR

four years of full-time professional work experience in human resources/safety administration (i.e. development and implementation of a safety program, accident prevention, loss control, facility inspection, employee training);

OR

an equivalent combination of qualifying education and experience totaling four years.
