US Army Financial Management Command FINANCIAL MANAGEMENT ANALYST in Fort Liberty, North Carolina

This position with USAFMCOM is located at Fort Liberty, NC. Responsibilities Serve as the main AMPO representative and military pay liaison at designated hospitals/military locations where wounded soldiers are assigned as in-patients and out-patients. They conduct comprehensive examinations/reviews of military pay accounts (both wounded active and reserve component soldiers). Examines, analyzes, and interprets finance and accounting data, records, and/or reports to determine compliance. Resolves the most difficult special and incentive pay problems including extensive research, review, and application of prior pay and tax laws, regulations, and entitlements. Applies GAO decisions, policies, and procedures. Responsible to assess travel settlements military permanent change of station (PCS) claims, to include but not limited to: dependent travel settlements, relocation allowance entitlements, do-it-yourself move (DITY) claims. Examines the most complex active duty and reserve component pay and allowance cases and tax cases. Verifies claims for lost earnings and submits calculation of earnings lost. Requirements Conditions of Employment Qualifications Time in Grade: For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service. Specialized Experience: For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service. Specialized experience is defined as: demonstrating knowledge of military pay entitlements, policies and procedures, as well as generally accepted principles related to the disbursement of public funds sufficient to provide analysis and advice regarding financial systems, internal controls and work processes. Examples of Specialized experience include: recommending process improvements relative to financial operations, systems, and procedures, identifying discrepancies from consolidated financial reports, and/or provide basic operational analysis to senior leadership in effort to help carry out the financial mission. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
