Summary About the Position: This is a Financial Specialist, GS-0501-07/09 position for the U.S. Army Corps of Engineers, Fort Worth District. The duty location is Fort Worth, TX. Responsibilities Serves as the Financial Specialist for all civilian pay actions and in this capacity serves as special advisor to the Resource Manager/Finance and Accounting Officer. Serves as the point of authority for information regarding the payroll system (DCPS) and the labor and payroll modules of the accounting system (CEFMS). Provides payroll liaison activities to over 1000 civilian employees and serves as an intermediary between the customers and the Defense Finance and Accounting Services (DFAS). Provides technical assistance to timekeepers regarding the operations of CEFMS Automated Time and Attendance and the on-line DCPS. Conducts special studies and works on projects which address pay problems/issues. Maintains interface between CEFMS, Defense Civilian Personnel Data System (DCPDS), and DCPS. Assists accountants in research of accounting records and analyzes transactions to maintain and control funding within available funding limitations. Performs and oversees a variety of financial services relating to accounting that involves payroll and debt management. GS-09- One year of specialized experience which includes 2 out of 3 of the following: Analyzing payroll data impacting pay, electronic funds transfer, leave, or taxes to ensure accuracy; OR 2) Reviewing pay guidance involving timekeeping, leave, entitlements, or debt collection; OR 3) Utilizing financial management systems to assist employee with pay, leave, or deduction problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). GS-07- One year of specialized experience which includes the following: 1.) Preparing and reviewing procurement documentation, administrative reports, and similar documents required to support program funding and procurement actions; AND 2.) Developing a variety of management reports, acquisition documents, and planning documents for large scale evaluations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). You will be evaluated on the basis of your level of competency in the following areas: Financial Management Technical Competence Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. Education GS-07-1 full year of graduate level education or superior academic achievement GS-09-master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
