Summary This SUPERVISORY SECURITY SPECIALIST is located in Advanced Programs Office (APO), Special Access Program (SAP) Branch of an Air National Guard (ANG) Wing supporting fighter or bomber aircraft and is part of the CA 144 FW. Responsibilities THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the SUPERVISORY SECURITY SPECIALIST, GS-0080-12, is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to a National level Special Access Program (SAP). This position may oversee contractors but only in rare instances oversee the COR. To develop goals and objectives that integrate special access program security requirements that support military, civilian, and contractors to include all assigned and/or attached units and that meet Air Force and Air National Guard (ANG) objectives. Exercises supervisory personnel management responsibilities. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Conducts periodic security inspections of facilities to ensure compliance with the National policy and DoD and Higher HQ directives, installation security programs, and assists cognizant security offices (CSO) as necessary. Researches, interprets, analyzes and applies National, DoD, Director of Central Intelligence Directive (DCID), USAF, and MAJCOM policies classifying and protecting special access program systems, national defense, and other sensitive information originated or controlled by the wing and associated personnel. Establishes policies and procedures for accomplishment of SAP information, personnel, physical, industrial, and automated information system security. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance. PCS Relocation Costs MAY BE authorized subject to provisions of the Joint Travel Regulation, funding, and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest. Participation in direct deposit is mandatory. May be required to successfully complete a probationary period. U.S. citizenship is required. Federal employment suitability as determined by a background investigation. Must maintain proper security clearance. Must be able to obtain and maintain a TSI with access to SCI and SAPs. This position is designated a national security position. Employee may be required to take a random counter-intelligence polygraph and submit to background checks as a condition of employment and/or continued access to the SAP. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Department of Defense Security Fundamentals Professional Certification, Special Program Security Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. Qualifications General Experience: Experience, education or training in collecting and analyzing data effectively, efficiently, and accurately; Able to apply procedures and directives by reading and interpreting technical material; Ability to communicate clearly and effectively orally and in writing, using presentation and report formats; Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures; Learned ability to assess the surrounding environment to recognize immediate risk levels; Education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career. SUPERVISORY SECURITY SPECIALIST, GS-0080-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience planning, organizing, and directing all Special Access security activities of the Advanced Program Security Office, ensuring that Information, Personnel, Physical, Industrial, and Automated Information System functional work areas comply with legal and regulatory requirements and meets customer needs; Advising and providing counsel to employees regarding policies, procedures, and directives of management; Researching and determining or recommending appropriate actions or interpretation of issues that impact organization, installation, command, or agency; Experience in managing the function of the work to be performed; Experience which includes leading, directing and assigning work of personnel.
