    POSITION DESCRIPTION: Coordinate and direct all functions related to the Maintenance Management System (MMS) for the District. Assure the proper and timely recording of engineering data reported to this system. Review MMS data for accuracy and completeness. Identify problem areas and exceptional crews, compile information, print necessary reports, and produce analysis of those crews or activities. Develop, implement and perform District Quality Control program, engineering analysis and produce reports and recommendations related to MMS, Maintenance Rating Program (MRP), Warehouse and Roadway Characteristics Inventory (RCI) data as needed by District management. Motivate, train, coach and guide subordinate employees to improve the quality and quantity of work performed while conducting work activities. Plan and direct workloads, deadlines, work objectives and time utilization with subordinate staff.

    Supervise staff in the MRP process. This includes developing schedules for the MRP team, interpreting and explaining MRP standards, reviewing field data, ensuring that the data is properly loaded into the computer, ensuring that all appropriate personnel is aware of changes in the process or standards, and ensuring that the MRP team conducts their work in accordance with procedures and directions. Provides assistance in interpreting data and developing solutions to achieving MRP goals.

    Administer the District's RCI program. Ensure that the RCI data is collected and the data base is updated in accordance with procedures and in a timely manner. Review the RCI process to ensure that all procedures and directions are compatible to MMS and other maintenance programs.

    Review computer needs and problems associated with MMS, MRP, RCI, Warehouse and Permit Inventory Tracking System (PITS) operations. Advise appropriate personnel of situations and work to resolve deficiencies and/or problems. Design, develop, test, and/or implement, or assist in the design, development, testing and/or implementation of computer programs associated with maintenance related systems and/or functions, in order to store, process and/or analyze data. Coordinate all computer related activities within maintenance.

    Provide training or ensure that training is provided to the appropriate District personnel related to MMS, MRP, RCI, and warehousing operations. Ensure that all appropriate personnel are kept up to date on changes in these programs. Determine training needs, assist in establishing curriculums and coordinate with the State Maintenance Office and/or the District Personnel office.

    Administers the Highway Lighting Program. Coordinate the issuance of work orders. Process invoices and apply any pay adjustments. Performs Quality Assurance (QA) and Quality Control (QC) review.

    KNOWLEDGE, SKILLS AND ABILITIES Skilled in applying engineering quantitative techniques. Skilled in using labor, material, and cost accounting programs. Ability to communicate on a one to one and group level. Skilled in Maintenance Rating Program (MRP), MMS, RCI, inventory data collection, storage, and reporting processes. Skilled in using a personal and mainframe computer, peripherals, operating systems, and software (working knowledge of Microsoft Word, Excel, Access, Adobe Photoshop Elements. Ability to create pdf files using Adobe Acrobat Professional, Time Sharing Option (TSO), Interactive System Productivity Facility (ISPF), Interactive Output Facility (IOF), Terminal Emulation Software, Bluezone Script and Macro Language). Knowledge of Quality Control / Assurance practice.
