FLORIDA DEPARTMENT OF HEALTH - OPEN COMPETITIVE OPPORTUNITY

Your Specific Responsibilities:

Performs account payable functions for participating consortium CHD’s to include but not limited to, keys transactions 51’s and 70’s for payables into FLAIR; keys transaction 58’s for corrections and adjustments daily. Reviews and approves invoices in MFMP as Invoice Manager for participating Consortium Counties including resolving errors and/or DFS deletions and returns. Provides backup support for account payable functions for Alachua CHD. Scans documentation into shared drive folders to be attached to vouchers. Runs reports from FLAIR and provides information to CHD’s on daily input. Reviews encumbrance balances for CHD’s that invoices fail FLAIR and reaches out to CHD’s for resolution. Processes request for duplicate warrants and warrant cancellations as requested by consortium CHD’s. Process salary refunds for consortium CHD’s.

Keys corrections (TR51 & TR58) for Alachua CHD. Reviews OCA cash balance report for overspent balances and makes appropriate adjustments. Keys all TR51 for shared cost that does not hit the payroll reallocation system. Reviews program budgets for overtime incurred for afterhours clinic and makes appropriate corrections in FLAIR.

Uploads supporting documentation into AXIOM and attaches to vouchers daily. Submits voucher packets to DFS that are pulled for pre-audit. Responds to DFS returns and reaches out to appropriate CHD’s for resolution daily.

Serves as Accountant role for P-Cards approvals in WORKS, including handling discrepancies for participating Consortium Counties and Alachua CHD.

Provides backup support keying account receivables into FLAIR for consortium CHD’s and Alachua CHD. Assists with TR96 and TR30 corrections as needed. Provides backup support for TR51 expenditure refunds.

Performs year-end Certified Forward process including establish payables, inquiries, corrections and disputes. Keys transactions 53, 80, and 81 for participating Consortium Counties as needed. Provide reports and updates on the certified forward process as needed.

Responsible for securing the designated information sets for the purpose of protecting confidentiality, data integrity and appropriate access for all information both confidential and public records which is stored in hard copy or electronic format.

Other duties as related to position and requested by supervisory staff.

Required Knowledge, Skills, and Abilities:

Basic math skills; ability to use a calculator; knowledge of FIS, WORD, EXCEL, PDF, Pcard WORKS, FLAIR; general accounting principles knowledge, customer service skills, communication skills, organizational skills, extensive computer knowledge, detail oriented, critical thinking and problem-solving abilities

Qualifications:

Minimum – a minimum of two years verifiable accounts payable, MS Office, & data entry experience.

Preferred - experience with the state accounting system FLAIR and or any state agency computer programs
