Summary Incumbent serves as Lead Accounting Technician in Finance Service at the North Florida/South Georgia VA Healthcare System and maintains subsidiary records for medical care appropriations, general fund receipts, obligations of funds, payments, specific and general post funds at the medical center. Responsibilities Performs budget administration support, financial systems support, cash processing, and accounting technician work. Duties include but are not limited to: Maintenance, auditing and reconciliation of the general and subsidiary ledger accounts, for the preparation of accurate and timely reports, and for the control of funds. Distributes and balances the workload among employees in accordance with established work flow or job specialization, assure timely accomplishment of the assigned workload, and monitors employee work load to maintain productivity. Supports operating accountants with weekly reports, daily reviews and researching difficult, in-depth cases. Instructs employees in specific tasks and job techniques and make available written instructions, reference materials and supplies. Maintains a current knowledge and answers employee questions on established procedures, policies, directives, etc., and obtains needed information or decisions from supervisor on problems that come up. Leads 3 or more accounting employees at the GS-6 grade level. Examines, verifies, and maintains financial accounts and accounting data and classifies accounting transactions including the verification of the accuracy and completeness of the accounting data. Process payments to Vendors and Customers doing business with the VA and to Veterans for their Beneficiary Travel pay. Responsible for working with numerous unrelated systems, such as Financial Management System(FMS), Integrated Funds Distribution, Control Point Activity, Accounting and Procurement System (IFCAPS), Veterans Information Systems Technology Architecture (VlSTA), On-Line Certification System (OLCS); Federal Records System (FRS), fed Traveler, Accounts Receivable, Microsoft Outlook, Excel and Office, and Internet Explorer. Work Schedule: Monday-Friday, 8:00AM-4:30PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Determining proper cost centers, budget object codes (BOC), appropriations and fund control points to be entered into a computerized cost accounting system; Verifies the accuracy and completeness of documents to ensure that service or supplies have been certified as to receipt; Receives and analyzes various types of documents to determine propriety, validity, budget, expenditure limitation completeness, and correctness of the account data; Ability to independently analyze complex processes involving multiple organizational elements in order to recommend process solutions; Identifying, categorizing and analyzing data in order to relate the effects of changes in funding levels.
