Summary The Chief Operating Manager to the Network Director plays a pivotal role in overseeing the assessments and critical analysis of all Network business operations, committees, and communications. The incumbent will provide executive support for proposals and project management, oversee all Administrative Functions for the Network Operations, and have delegated authority and responsibility to manage and direct the complex program functions. Responsibilities Provides senior level direction on policy creation, high profile projects, plans, and other items for all aspects of the Network Directors business lines, their operational units, structure and administrative management of the networks administrative concepts, practices, and innovations and efficiencies in the day-to- day operations. Responsible for the operating budget and oversight of major program activities ensure conformance with VA, VHA, VISN and Medical Center objectives, regulations, handbooks, directives, and policies; and tracks and measures compliance and remediates if necessary. Serve as a subject-matter expert, handling inquiries, developing action plans, and assisting with preparation and dissemination of communications. Advising on administrative operational issues and advocates for practices that advance the VISN, Agency strategic alignment, professional culture focused on customer service and quality patient care. Performs Special projects or (specific initiative) executes items per Network Director to establish (head quarter initiatives, stand up of VACO committee participation and establishes a consolidated administrative area for executive management in for all VISN locations. Manages and/or prepares responses to correspondence in an organization; and/or acts as a senior liaison or handles the communication with persons and/or groups within and outside of the organization. Provides definitive advice and guidance to executive and other high- ranking leaders throughout the VISN on administrative process, committee support, guidance including but not limited to communication plan development, Privacy/FOIA, administrative structure and program design, management principles, techniques, acceptable as well as statutory, regulatory, and procedural requirements from agencies/organizations such as the Office of Inspector General, Joint Commission, and other bodies. Leading meetings and workshops with meticulous planning and coordination. Responsible for the execution of the following VISN wide programs: FOIA/Privacy, Congressional Liaison, High-level Operation Support Team, Headquarters Unit, and Communications Team. Serve as Senior liaison with staff, executives, senior leaders, and CEO regarding company climate, employee well-being, project updates, proposals, and planning. Identifies long and short-range needs, formulates proposals for top management consideration, and plans and initiates improvement actions for VISN-wide implementation and quality attainment. Develops information and prepares special or recurring reports and studies related to the Networks, Network Director and other VISN and VACO leaders on administrative functions and or special studies including setting up work groups, focus groups and various other assessments. Develops and build on relationships with all employees for increased efficiency and responsiveness of existing operations and help define new operational strategies by working with Network Director /CEO and other executives on special projects. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: One year of specialized experience includes progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized Experience for GS-15: In addition to meeting the above Individual Occupational Requirement above, you must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a key official and/or point of contact for management at VISN facilities and executives in VISN offices; providing senior level direction on policy creation, high profile projects, plans and other items for all aspects of the Network Director's business lines, their operational units, structure and administrative management of the networks administrative concepts, practices, and innovations and efficiencies in the day to day operations; serving as a senior liaison with staff, executives, senior leaders, and CEO regarding company climate, employee well-being, project updates, proposals, and planning.
