Job Title: Contract Administrator

Location(s): Grand Junction, CO

Status: Full-Time

FLSA: Exempt

Hiring Range: $55,000 - $70,000/yr. ( The anticipated starting salary pay range is based posted requirements for this position. The offered salary will be based upon the selected applicant’s education, training, and experience.)

RSI is recruiting for aContract Administratorwhois responsible to function within the thresholds authorized, to prepare and administer contractual obligations on behalf of RSI in compliance with Government-contractor procurement regulations and requirements. These responsibilities include planning, soliciting, negotiating, awarding, administering, and closing out subcontracts, purchase orders or credit card procurements of varying degrees of complexity in support of the Legacy Management Support (LMS) mission.

This position is required to travel 0% of the time.

Primary responsibilities and essential functions:

  • Perform acquisition planning activities including development of procurement plans and potential bidder’s lists, and performance of scope of work contractability reviews.

  • Responsible for formation and administration of design, construction, fabrication, miscellaneous services, or commodities type subcontracts or purchase orders.

  • Maintains a government purchasing card and performs procurement card purchases in compliance with Government procedures and requirements.

  • As requested, provides support analyzing unique subcontract requirements, terms and conditions, appropriate laws, and regulations, and LMS procurement policies and procedures to ensure compliance and communicates outcome to Management or less-experienced contract professionals.

  • Develops negotiation strategies and leads negotiation efforts on subcontract, purchase orders or change orders, as necessary.

  • Maintains procurement documentation and files as required per procedure.

  • Performs subcontract or purchase order closeout actions upon completion of subcontractor performance.

  • Other duties as assigned.

Work experience, skills, and capabilities needed :

  • Experience in the formation and administration of subcontracts or purchases orders directly supporting a federal prime contract or other government entity.

  • User's knowledge of Federal Acquisition Regulations and Department of Energy Acquisition Regulations

  • Experience working with confidential, proprietary, or sensitive information.

  • Experience mentoring co-workers in an informal or formal basis.

  • Experience leading formal or informal meetings or discussions related to the performance of procurement functions or activities.

  • Ability to communicate effectively with audiences that include management, coworkers, subcontractors, and vendors.

  • Ability to interpret, understand, and apply knowledge of applicable company procedures and local, state and/or federal statues and guidelines.

  • Strong communications skills both oral and written.

  • Experience supporting a team remotely.

  • Ability to attend to detail and work in a time-conscious and time-effective manner.

  • Ability to read and understand basic technical requirements documents.

Technical knowledge, certifications/licenses, and software proficiency required:

  • MS Office Suite.

  • Experience working within a business management system such as Costpoint.

Required Education and Years of Experience:

Position requires aBachelor’s degree in business or related technical discipline and 5 years of relevant experience. Experience in lieu of education considered.

A minimum ofone year experience working within a supply chain functional organization.

Desirable qualifications, experience, or proficiencies of the ideal candidate:

  • Strong computer and software skills to include the use of word processing, email, and spreadsheets.

  • User's knowledge of MS Project or P6 scheduling software.

  • Experience managing multiple contracts in a government contracting arena.

  • Experience negotiating terms, cost, and price.

  • Experience performing cost or price analysis in a government contract environment.

  • CPCM, CFCM, CPSM, CIPS Level2, or equivalent certification preferred.

Working Conditions and Physical Requirements:

Sedentary: Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time. Jobs may be defined as sedentary when walking and standing are required only occasionally, and all other sedentary criteria are met.
