Federal Acquisition Service Supervisory Contract Specialist in GSA, United States

Summary As a Supervisory Contract Specialist, you will serve as an Branch Chief under a designated Client Sector. This position is in FAS, Office of Assisted Acquisition Services. The official duty station will be determined upon selection within the geographic areas of: CA, AZ, LA, AR, TN, GA, FL, CO, TX, TN, MO, KS We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy. Major duties include, but are not limited to the following: Leads and coordinates all aspects of contracting activities within the branch and manages a team of acquisition professionals. Key responsibilities involve supervising commercial and/or non-commercial acquisitions, including but not limited to information technology (IT) services, professional services, digital services, operations and maintenance, and managed services, ensuring they are carried out in the most economical, effective, and efficient manner while adhering to applicable regulations, statutes, and policies. Provides leadership and serves as the unlimited warranted contracting officer on contract matters related to specialized commercial and/or non-commercial acquisitions of significant importance. Contract requirements are complex in nature and mission-critical, including Department of Defense intelligence, surveillance, reconnaissance, research and development, and information operations/efforts. Contracts typically have multiple stakeholders and funding sources that require substantial day-to-day surveillance of contractor performance. Requirements are typically sensitive and controversial and require tact, diplomacy, and negotiation. Presents, briefs, and meets with leadership and other high-ranking officials across various agencies and client agencies as required. Addresses matters of significant consequence and importance related to the program and procurements under management. Provides guidance for templates, policies, processes, and legal precedents directed by leadership and ensures implementation within the Branch. Participates in the policy council to analyze new policies and develop implementation guidance. Assign work to subordinates based on priorities, evaluate work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters. Monitors workload, delegates tasks, and allocates resources to meet program objectives. Position security requirements are dependent on the position for which selected, and may be designated at Top Secret, Secret, High Risk, Moderate Risk or Low Risk. Dependent on which position you are selected for you will be required to undergo and pass the appropriate Tier background investigation level. For a brief video on creating a Federal resume, click here. The GS-14 salary range starts at $103,409 per year. BASIC REQUIREMENTS You must meet the requirements in 1, 2, or 3 below: 1. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is experience performing complex contracting actions for a range of highly technical and critical equipment, systems, and services requirements. Such experience must include working with various contract types; acquisition planning; contract administration; leading negotiations; and interpreting contracting laws, principles, and regulations.
