Summary The Associate Chief of Primary Care Quality, Research, and Education is responsible for ensuring high quality, cost-effective, patient-centered care within Primary Care services to support the Medical Center's mission. Oversight of all primary care clinics for quality inspection including peer reviews, patient safety events, and patient complaints. Monitors of Primary Care access including women's health services and community care referral from Primary Care. Responsibilities VA offers a comprehensive total rewards package. Major Duties and Responsibilities to include but not be limited to: Delegates authority to several supervisory and program levels to meet the goals of the service and staff. Communicate effectively with clinical and administrative services and provides liaisons, as requested. Communicate both verbally and in writing in a manner that supports the needs of the customer and supports harmonious relationships within the team. Ensures customers are treated in a professional manner, with tact, courtesy, and respect. Instills confidence and trust with supervisors, peers and subordinates by providing timely and quality service. Meet established timeframes and deadlines in area of responsibility. Supervises staff to ensure that Veteran concerns that include but are not limited to VEOs, Congressional, Whitehouse complaints are addressed in a timely manner and that lessons learned are shared with all PACT members as appropriate. Establishes and maintains policies and procedures for all aspects of primary care quality, education, and research. Monitors effectiveness of policies and procedures and revises policies to meet goals. Maintains accountability for processes to ensure staffing shortages at appropriate levels closeout actions are completed per VA policy. In collaboration with members of the primary care leadership team, maintains accountability for primary care operations. Prepares accurate and detailed operational staffing and or justification reports as required. Provides technical and informational support to health care practitioners as required. Maintains accurate records of research activities. Participates in the planning, design, and approval of research methods and informed consent forms. Ensures primary care service participates in research and development committee, investigational review board and / or subcommittees. Participates and serves as a preceptor for primary care education and training programs to ensure quality compliance with standards in conjunction with the Associate Chief of Operations and the Chief of Primary Care. Assesses, plans and evaluates primary care services assigned to ensure proper care coordination between the delivery of primary care and the overall delivery of health care. The incumbent accepts substantial and continual responsibility and accountability for planning, organizing, coordinating, and controlling Quality Standards, Educational Training and Research activities. Participates in long range program planning and model development for improving quality of care. The incumbent will oversee implementation and maintenance of service to ensure compliance with accepted performance standards. Assesses, plans, and evaluates the Compensation and Pension department to ensure timeliness of processes requests and completion of exams. The incumbent accepts substantial and continual responsibility and accountability for planning, organizing, coordinating, and controlling Quality Standards, and Educational Training of staff in the Section. Participates in long range program planning and model development for improving quality of care. The incumbent will oversee implementation and maintenance of service to ensure compliance with accepted performance standards. Defines and establishes effective process monitors and quality controls, such as Timely Abnormal Test Result Notification. Plans and maintains staffing patterns that promote use of all levels of service personnel to achieve the services mission and goals. Takes appropriate actions to realign resources to meet challenging workload demands and to meet quality goals and priorities. Establishes, implements, and revises Quality improvement and departmental goal planning which are integrated with goals and objectives of the Medical Center, VISN, or VHA Central office. Participates in and leads system redesign activities to improve the availability and quality of primary care services. Qualifications To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires visual acuity (including depth perception), keen hearing (aide permitted), clear distinctive speech, and manual dexterity in both hands. This position requires potentially long periods of continued walking (2-4 hours), standing (2-6 hours), stooping, sitting, bending, pulling (1-2 hours), and pushing (1-2 hours). lifting (>15 pounds), carrying (>15 pounds). Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. Ability for rapid mental and muscular coordination simultaneously. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. Must be able to work closely with others, as well as protracted or irregular hours of work. Must be compliance with the use of ergonomic exercises and employee safety requirements. Education Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.] NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities.
