Purpose

The Program Officer for Finance and Accounting will be responsible for coordinating financial activities of the CWS Harrisburg PA office. The position is responsible for the accurate financial oversight, tracking, and grant reporting for federal, state, and local grants. The position is also responsible for essential local accounting functions such as accounts payable, check preparation, month end reporting, credit card reconciliation, reviewing and coding financial information, compiling and reviewing information for accuracy, purchasing, and maintaining records. This position reports to the West Regional Finance Manager, with dotted line reporting to the Walnut Creek Office Director.

Responsibilities

 

 

  • Responsible for supervising the daily financial processes and activities of the CWS Harrisburg PA office to ensure accuracy and compliance with the Finance department established policies and procedures.
  • Oversee Walnut Creek office accounting to ensure the accurate posting of expenses to the appropriate budget codes. Track spending and grant expenditures.
  • Directly supervise any future finance and accounting staff in the WC office. Responsible for training new staff members in the department financial protocols, the use of the accounting software, how to use the different sections of the chart of accounts and other department responsibilities.
  • Meet regularly with Office Director and Program Managers to review budgets, expenditures, allocations, and budget forecasts. Ensure careful tracking of program budgets and spending.
  • Prepare program and grant financial reports and invoices, as well as direct assistance checks, track client expenditures, and oversee office expenditures. Prepare and submit journal entries to interface with the master General Ledger in Headquarters.
  • In collaboration with the Office Director, prepare the monthly allocation of administrative and operational expenses for the CWS Walnut Creek office.
  • Supervise the monthly reconciliation of expenses and cash equivalent inventory (food and public transportation cards) for CWS Walnut Creek office. Complete and submit the monthly bank reconciliation.
  • Prepare monthly Expense and Revenue reports for all the programs in CWS Harrisburg PA.
  • Responsible for office procurement, including the purchasing of supplies, monthly billing, and other related tasks.
  • Develop budget analysis and forecast reports for new and existing grants and programs. Assist with the development of budgets for new grant proposals.
  • Perform other related duties across the West region, as assigned by the Regional Finance Manager.

Qualifications

Education:

 

  • Bachelor's degree in accounting or finance required or equivalent work experience in lieu of degree.

Experience:

 

  • 5 years' work experience in a non-profit or related accounting role, with working knowledge of accounting systems. Experience with accounting software, Sylogist experience preferred.
