The State of Connecticut (https://portal.ct.gov/) , Department of Mental Health and Addiction Services (DMHAS (https://portal.ct.gov/DMHAS/About-DMHAS/Agency/About-DMHAS) ) Office of the Commissioner, Prevention and Health Promotion Division (https://portal.ct.gov/dmhas/prevention-unit/prevention-unit/prevention-and-health-promotion-division) is seeking a qualified individual for the position of Lead Special Investigator (PCN 100208) to join our team. This position will support our Tobacco Prevention and Enforcement Program (https://portal.ct.gov/dmhas/prevention-unit/prevention-unit/tpep---home-page) , a program within the Food and Drug Administration's State Tobacco Compliance Check Inspection Initiative (STCCI). The individual in this role will be responsible for assisting the agency's need to meet federal requirements for tobacco and electronic nicotine delivery systems compliance inspections to reduce youth access to tobacco and nicotine products.   • Work Schedule: Monday - Friday

  • Work Hours: Full-time, 40 hours per week

  • Work Shift: First shift, 8:00 a.m. - 4:30 p.m.

    WHAT YOU'LL BE DOING:

  • Conducting investigations related to assigned tobacco retail inspections under the FDA State Tobacco Compliance Check Inspection Initiative (STCCI) contract.

  • Conducting Undercover Buy and Advertising & Labeling inspections at retail tobacco outlets under the FDA STCCI and allege any violations of federal law and/or regulations.

  • Obtaining licensure and ownership information.

  • Securing FDA evidence in form of statements, documents, records and exhibits which may be used in federal administrative hearings and/or court proceedings.

  • Keeping a daily inspection log and testifying at federal hearings and in court.

  • Training and working with youth, ages 16-20.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for acting as a working supervisor for Special Investigators engaged in conducting investigations related to alleged violations of state laws and regulations or sudden and unexplained deaths.

    EXAMPLES OF DUTIES

  • Plans office workflow and determines priorities;

  • Schedules, assigns, oversees and reviews work;

  • Establishes and maintains office procedures;

  • Provides staff training and assistance;

  • Conducts or assists in conducting performance evaluations;

  • Acts as liaison with operating units, agencies and outside officials regarding office policies and procedures;

  • May make recommendations on policies and standards;

  • May prepare reports and correspondence;

  • May assist in reviewing complaints and violations and determining appropriate course of action;

  • Performs related duties as required.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Seven (7) years of investigatory experience in health care, insurance claims, law enforcement or a regulatory field.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been at the level of a Special Investigator.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in law enforcement, health care or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

  • Experience with Tobacco Prevention and Enforcement functions and operations

  • Experience providing training and support to staff

  • Experience providing training and support to youth (16-20) staff

  • Experience locating, interpreting and applying policies, State Statutes and Federal Regulations

  • Experience using data application systems and Microsoft 365 programs such as Microsoft Word, Excel, PowerPoint, Outlook, Teams, etc. to manage data, write reports, track work and schedule meetings

  • Experience communicating effectively across all levels of an organization, including both internal and external partners

  • Experience handling complaints or regulatory investigations

  • Experience testifying in court or at administrative hearings

  • Experience working independently in the field

  • Experience demonstrating effective organization, communication, and interpersonal skills

    SPECIAL REQUIREMENTS

  • Incumbents in this class will be required to travel.

  • Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator’s license.
