TEXAS DEPARTMENT OF TRANSPORTATION N028 Transportation Planner IV or V in Houston, Texas

Planner IV and VPerforms complex planning and programming activities in support of management-related programs and transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Planner IVPerforms analysis of data and preparation of reports to identify capital improvement needs for state and federal funding. Conducts or participates in Regional Planning Meetings.Conducts Program Development Meetings with sponsors to identify requirements, exchange information and keep informed on the status of projects.Conducts transportation needs assessments.Develops and implements short and long-rang local and statewide plans and projects.Oversees planning studies to include feasibility studies, master plans and environmental assessments or constraints identification.Performs complex planning and programming activities in support of management-related programs and transportation projects.Provides information and support to governmental officials, sponsors, users and the public.Performs other job responsibilities as assigned.Planner VIncludes all essential duties listed for Planner IV as well as:Develops strategies and procedures to improve District mobility, infrastructure and related operations.Serves as a planning and programming resource for the department, other state agencies, regional and local agencies, port districts and the public.Coordinates analysis activities and monitors state and federal transportation related issues potentially having a broad impact on departmental activities and develops or oversees development of assessment reports.May serve as a project leader.Provides technical direction for the development and execution of transportation analysis or planning research.
