MD Anderson Cancer Center Program Manager in Houston, Texas

The primary purpose of the position is to apply his/her technical expertise and scientific background and to manage and oversee the research activities of philanthropic and industry sponsored awards for the ECLIPSE program. Responsibilities include management of the program, coordination of large-scale research studies, coordination with other Moon Shots and Moon Shot research engines, and management of scientific and clinical related activities. In collaboration with the Moon Shot Directors, Senior Faculty, and basic scientists, the position develops, prepares, tracks, and submits mandated progress reports, coordinates compliance issues, and oversees research regulatory issues. The position will also assists in the development of the scientific planning. The position will maintain professional and cooperative relationships with business partners, administrators, research scientists/investigators, platform members, Core Laboratory Directors, and other executive level healthcare and academic professionals to ensure efficient communication, follow-thorough, and coordination of scientific short/long range goals are met. The position will act as a designate of the Directors at both departmental and institutional levels.

KEY FUNCTIONS

Research Planning

. Provide periodic information and recommendations to the Department Chair(s) regarding the development, evaluation, and revision of policies and procedures for the prioritization of Therapeutics Discovery research activities.

. Provide advice and resource information for long-term strategic planning of Therapeutics Discovery research initiatives, including options, directions, funding sources, and feasibility.

. Act as a resource for faculty to identify opportunities for new research initiatives, including those that involve collaborations within M. D. Anderson and extramurally.

. Monitor the NIH and other government websites for new RFAs.

. Identify internal and external granting opportunities and coordinate departmental response, as needed.

. Monitor private funding opportunities and inform faculty and clinical research trainees of relevant programs.

. Assist with developing strategies for securing philanthropic funding and the application process for that funding.

. Provide administrative oversight and assistance in the development and evaluation of large, programmatic grants (e.g., Moon Shot, P01, U54, SPORE, and CCSG grants); participate in related scientific advisory boards, strategic planning committees, and program retreats, as requested.

. Perform project analyses and evaluate resources, outcomes, and obstacles to project completion.

. Serve as liaison between investigators, institutional officials, and granting agency officials.

. Participates in departmental and institutional related committees/meetings including: Moon Shot Steering Committee, Therapeutics Discovery Meetings, and faculty meetings.

Administration

. Ensure that strategic and tactical plans for the ECLIPSE activities are developed and executed effectively and efficiently

o Develop and implement the business development strategies, including corporate partnerships, philanthropic, licensing and entrepreneurial opportunities

o Ensure that therapeutic discovery activities and research are aligned with strategic priorities

o Direct the ongoing development and presentation of the ECLIPSE strategic, operating, and staffing plans, both long- and short-term, as needed to assure achievement of defined outcomes and targets

. Implement, review and report on business development plans, ensuring the strategic objectives are well understood and executed by the moonshot staff

. Develop and lead the business development activities in identifying, managing and implementing new collaborative opportunities with potential partners (e.g. pharmaceutical companies)

. Actively engage, cultivate and manage corporate relationships to ensure efficient execution and achievement of milestones

. Develop and maintain collaboration with outside stakeholders and with all staff, partners and regulatory or other official bodies (e.g. FDA)

. Evaluate emerging technology, make recommendations to Director, and negotiate with producing corporations to bring or make available new technologies and services.

Budgetary/Financial:

. Develop, direct and manage the annual budget and justification of expenditures

. Responsible for the development and oversight of a variety of internal and external multi-year funding sources that support the moonshot

. Direct and manage, in collaboration with the Finance Team, the post-award funds and fund allocation across multiple grant projects/components and report appropriately.

. Develop short and long-range projections and financial plans, maintain appropriate analyses and make adjustments where appropriate

. Prepare annual donor reports, as required, for philanthropic funds.

. Present and/or assist in the preparation of presentations related to grants or related topics

. Act as an information resource to investigators and staff.

. Oversee moon shot related compliance activities

Operational

. Coordinates human resources planning and activities for personnel to include personnel budget activities, determining selection standards and processes and hiring activities

. Responsible for staffing and development of the administrative, operational, technical and clerical work force

. Support the PI fs with faculty recruitment, promotion, credentialing and administrative development

. Collaborate with a variety of staff, physicians, and faculty both internally and externally, as well as being a driver for industry collaborations

. Develop metrics to measure and report upon research outcomes for experimental and/or new research initiatives

. Collaborate with Regulatory and QA officials to define best practices and implement certification and compliance as applicable.

. Other duties as assigned.

QUALIFICATIONS

. Ability to impact both strategically and tactically financial planning and administration

. Demonstrated strong communication skills, interpersonal skills, and a superior drive for results

. Excellent written, oral, interpersonal and presentation skills and the ability to effectively interface with senior management and staff

. Demonstrated skills and comfort in proactively building relationships with potential partners.

. Excellent judgment and creative problem-solving skills, including negotiation and conflict resolution skills

. Ability to operate as an effective tactical, as well as strategic, thinker.

EDUCATION:

Required: Bachelor's degree.

Preferred: Master's degree in Business Administration or related.

EXPERIENCE:

Required: Five years related experience to include three years program management experience. May substitute required education degree with additional years of equivalent experience on a one to one basis. With preferred degree, three years of required experience.

Preferred: Basic science lab/administrative experience and project/program management experience. Research financial (budgets) experience. Four or more years of extensive administrative experience in an academic or research setting to include experience with preparing, coordinating, and managing grants and protocols. May substitute additional financial management, grant management, research experience, or education on a one-to-one year basis.
