DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Functions in a staff analyst role is to provide professional, analytical, administrative, and/or systems support services to the Senior Staff Analyst and Senior Division Manager in the Code Development group. Coordinates the proper enforcement and application of all City of Houston Building Codes and Ordinances for various departments that work with the Houston Permitting Center. Investigates and makes recommendations for addressing issues of medium to high complexity and/or sensitivity. Compiles data, produces information and interprets results through conclusion or recommendation formulation. Provides direction to managers as related to Building Code Enforcement. Develops reports, special documents or publications as assigned. Prepares correspondence and provides written responses for the Building Official for code interpretations and alternate methods requests from property owners, architects, engineers, construction professionals, and their representatives. Provides direction to managers and various boards concerning the application of building codes. Participates in meetings with the General Public, Contractors, Technical Professionals, and others to ensure problems are resolved. Provides ordinance and legislative analysis as required. Oversees and establishes internal code training program for employees including code change analysis documents. Prepares and delivers speeches and presentations. Assist the City of Houston Building Official with any special tasks as assigned. Prepares, edits and revises department policy and procedure manuals. Analyzes and reviews practices and procedures and develops recommendations for improvement. Performs and completes other duties as assigned.

WORKING CONDITIONS

The position is physically comfortable; the individual has discretion about walking, standing etc.

This is a Department of Houston Public Works Management position at the Tier 3 Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires a Bachelor’s degree in Business Administration, Public Administration or a field directly related to the type of work being performed. Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year – for year basis.

EXPERIENCE REQUIREMENTS

Three years of professional administrative, financial or analytical experience related to the type of work being performed are required. Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCES

Preference will be given to candidates with strong Building Code, Plan Review, or Inspections background experience.

Preference will be given to candidates with fire protection experience design or review.

Preference will be given to candidates with applicable International Code Council certification(s).

Preference will be given to applicants with extensive knowledge of the City of Houston or other municipality Construction codes. Candidates with strong written and communication skills are encouraged to apply.
