DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Supervises, coordinates and manages a variety of Technical Support activities and personnel to identify, evaluate, manage and access various Geo-Technical reports, invoices and

corresponding data. Provides technical guidance and training to technical staff. Provides supervision and coordination of technical personnel and projects or may supervise multiple contracts and projects of extensive monetary value to the City. Prepare complex engineering reports giving professional opinions and practical geotechnical solutions. Prepare technical scopes for proposals, project budgets, requests for proposals and qualifications. Make design, engineering, and construction recommendations, adaptations and modifications. Track and evaluate project progress, budgets, and recommend changes. Perform and manage multiple projects and tasks within specific guidelines, schedules, and deadlines. Plans, schedules and develops task and project budgets. Prepare progress reports and analyze change orders. Provides technical analysis and information to develop solutions and improve systems and plans. Defines objectives, evaluates proposals and makes recommendations for projects. Establishes goals, develops and evaluates performance of personnel and/or projects. Negotiates contracts. Conducts on-site project inspections and investigations. Responds to inquiries by departments, consultants, agencies and the general public. Attends meetings and conference. Perform other duties as requested.

WORKING CONDITIONS

Will require standing, walking, and include whatever means necessary to climb stairs and the ability to perform and negotiate field hazards.

This is a Houston Public Works position at the Tier III Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires graduation from an approved curriculum in engineering that is approved by the State Board of Registration for Professional Engineers as of satisfactory standing.

OR

Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.

EXPERIENCE REQUIREMENTS

Six (6) years of active practice in engineering work after graduation from an approved curriculum in engineering, with two of the years as a licensed Professional Engineer are required.

Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement

LICENSE REQUIREMENTS

Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.

Professional Engineers from out-of-state must

be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas; AND

obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.

A valid Driver's License and compliance with the City of Houston's policy on driving.

PREFERENCES

Strong communication skills, both orally and in writing, decision oriented, problem-solving attitude and computer skills will be preferred.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for such persons are among the most qualified candidates for the position and all other factors in accordance with Executive Order 1-6
