JEA Mgr Water Policy, Permitting & Compliance in Jacksonville, Florida

This position is responsible for managing water policy, permitting and compliance across JEAs water and electric business lines, and advancing positions favorable to JEA and its ratepayers related to the regional and state management of water resources for which there is active competition. This includes collaborating within JEA to identify and advance practices to ensure a sustainable water supply, and educating regulatory, appointed and elected officials to assist. In addition, this position will serve as a registered lobbyist to the Water Management Districts and with State elected officials.

  • • Process leadership for negotiating and maintaining various water permits (primarily CUP, UIC and drinking water facilitypermits), overseeing regulatory reporting, and assisting facilities in understanding and implementing effective compliance options.
  • Tracks and evaluates water supply regulatory and/or legislative issues to assess their potential impact to JEA interests and operations
  • Directly communicates emerging water policy issues at the Extended Leadership Team level, makes policy recommendations, and then assists efforts to implement regulatory and legislative goals.
  • •Leads efforts to manage JEAs consolidated and other consumptive use permits (CUP) and in providing compliance guidance toregulated facilities/associated areas to enable cost effective compliance.
  • •Exercises considerable autonomy in the development of strategy and the advancement of JEA positions with external agencies.
  • Works collaboratively with JEAs Water Operations and Planning areas and JEAs finance areas to develop and implement water resources policy strategies at Water Management District and State levels to help sustainably manage the water resources of NEFlorida and to protect the interests of JEA and its ratepayers.
  • Directly represents JEA in public workgroups at the local regional and state level. Establish and maintain a reputation for formulating positive public water policy and influence and negotiate effective outcomes for JEA.
  • Identifies allies on specific issues and develops and maintains positive relationships with stakeholders.
  • Prepares and manages consulting budget to develop and support JEA positions.
  • Water - oversee regulatory water policy and water resource management issues and all permitting and compliance associated with JEA’s public water supply system, as well as water issues specific to JEAs electric production facilities such as Consumptive UsePermits, cooling water intake and 316(a) thermal issues, and associated facility compliance issues.
  • Wastewater – oversee state wastewater policy issues and all permitting and compliance issues associated with JEAs numerous publicly owned treatment works, reuse systems, and the power production facility wastewater treatment, reuse and disposalsystems to include Underground Injection Control (UIC) permitting and compliance.

Education: Bachelor Degree required in Engineering, Geology or related discipline AND Experience: Eight (8) years progressive experience in water supply planning and/or water resources engineering to include experience advocating on behalf of regulated entities. Experience performing hydrologic evaluations in Karst geologies and/or related to the Floridian aquifer is preferred. OR An equivalent combination of education, experience and/or training. *License/Certification/Registrations: * * A valid driver’s license is required prior to appointment and must be maintained during employment. * Registered Professional Engineer (PE) or Professional Geologist (PG) or J.D. licensed to practice in Florida is required prior toappointment and must be maintained.
