The Opportunity

Abt Global seeks a qualified Director of Finance and Administration (DFA) for expected upcoming USAID-funded Integrated Health Service Delivery Accelerator (IHSDA).

The 5-year Integrated Health Service Delivery Accelerator (IHSDA) activity’s goal is to contribute to the Government of the Democratic Republic of the Congo (DRC) overarching goal of improving the health of Congolese, with a focus on women of reproductive age and children under five-year-old, in four provinces: Sud-Kivu, Lomami, Tanganyika, and Kasai Central. IHSDA’s objectives are 1) Improve Operational and Management Capacity of Division Provinciale de la Sante and Zone de Sante to plan, budget, monitor family planning, maternal, newborn and child health, nutrition, Global Health Security, malaria and tuberculosis programs sustainably; 2) improve the quality of family planning, maternal newborn child health, nutrition, tuberculosis, Global Health Security and malaria services sustainably; 3) improve equitable access to these services; 4) strengthen community engagement towards rapid adoption of key healthy behaviors and promoting social accountability systems.

As the DFA, you will report to the Chief of Party (COP) and oversee compliance and controls, accountability, and excellence in project operations, finance, and administration. You will supervise a team of finance, administration, and operations professionals including staff based in provincial site level offices. You will achieve problem-solving through a hands-on, participative, and collaborative approach to lead and develop an internal team supporting the financial management and operations of the project.

The position will be based in Kinshasa, DRC and is contingent upon award to Abt Global.

Core Responsibilities

Financial Management

  • Ensure that project budget projections, expenditure, tracking, and reporting are in accordance with Abt and USAID project requirements, procedures, and practices for compliance and audits.

  • Create and maintain financial reporting and tracking systems and provide financial performance updates on project activities.

  • Advise and communicate with the COP on project financial status, availability of funds for project activities, and other financial and compliance related matters.

  • Lead and continuously develop and strengthen the site office finance and accounting team.

  • Organize the orientation and provision of continuous training / skills building for all relevant field staff on financial policies and procedures, and finance, accounting, & project management.

  • Develop and manage project banking procedures and transactions.

Compliance

  • Ensure compliance with USAID and Abt policies, regulations and procedures governing the award.

  • Oversee the development of administrative and operations management systems and processes required to support project implementation, ensuring compliance with USAID and Abt policies and regulations.

  • Oversee the administration of grants under contract and subcontracts: ensure compliance with terms of the agreement and USAID and Abt regulations, conduct periodic spot checks of back-up documentation, and validate that grants and subcontractor spending is in alignment with the budget and with work produced

Operations Management

  • Manage the provision of operational support to project activities, ensuring that project senior management and program staff have the support required to implement planned activities.

  • Manage implementation of financial, administrative, and human resources policies and procedures that meet project needs and corporate and client requirements.

  • Provide ongoing financial administration to the project including approvals of purchase requisitions, local consultant agreements, vendor invoices, etc.

  • Oversee procurement efforts for the project including selection and negotiation with vendors, and management of subcontractors on the project in compliance with USAID and Abt procurement regulations.

  • Lead the establishment, maintenance, and documentation of a strong logistics function which includes project inventory management, event oversight, air and ground transportation, fleet management, and visitor management.

  • Lead in office management for Kinshasa and site offices from set-up to close-out, including managing leases, and internet service provision and connectivity

  • Working closely with the Security Manager, mitigate risks and ensure security of Abt’s staff, program operation, and assets.

  • Supervise institutional subcontracts with assistance from the home office project team.

  • Guide the administrative team on aspects of project annual work planning, and ensure that quality operational plans, budgets, and reports are submitted as per contract agreements.

Human Resources & Performance Management

  • Oversee all human resources management functions – recruitment, hiring, transition and termination; benefits administration; performance appraisal and ongoing performance management; leave tracking; rewards and recognition; disciplinary processes – in collaboration with the home office-based project team and Abt’s human resources department.

  • Supervise all financial, administrative, and operational project support staff.

  • Ensure that staff, team members and consultants understand their roles and responsibilities and comply with contract requirements, USAID and Abt Global’s HR policies and procedures and compliance with local labor laws, for hiring, performance reviews, terminations, etc.

  • Provide training to staff on project procedures and build skill-levels of project staff in the areas of finance, administration, and project management.

General Project Management

  • Contribute financial reports to monthly and quarterly reporting processes, to enable the COP to provide regular status and progress reports to USAID and Abt Global.

  • In collaboration with the COP, coordinate with the home-based project management team to assure that all managerial and administrative matters are communicated, and actions comply with the provisions of the Contract and with USAID.

  • Liaise with the home office-based project team and International Accounting Manager on all operational and financial issues.

What We Value

  • A graduate degree in business administration, finance, accounting, management, or another relevant field.

  • At least 12 years of professional work experience in the financial and administrative management of large (over $30 million USD) complex development projects required, including 5 years of experience with USAID or other donor funding.

  • Supervisory and/or management work experience including: (1) direct supervision of professional and support staff; (2) quality evaluation of staff performance and deliverables; (3) contract management (required); and (4) ability to lead complex programs and motivate multidisciplinary, multicultural teams.

  • Experience managing complex procurements and financial transactions on USAID-funded programs.

  • Previous experience administering USAID grants under contracts.

  • Knowledge of USAID regulations and procedures.

  • Advanced skills and experience using project accounting, procurement, and budgeting software tools.

  • Strong analytical skills, with emphasis on budgeting and financial analysis.

  • Written and oral presentation skills in English and French required.
