    POSITION DESCRIPTION

    Plan & direct activities to ensure adherence to subcontract administration as they apply to roadway and bridge construction projects. Identify needs and provide consultant resources by coordinating with the staff and prioritizing needs. Perform related functions including contract management and regulating required revision in accordance with contract modifications. Provide Quality Assurance for the Construction Engineering Inspection (CEI) operations to ensure compliance with contract documents, Department procedures, and coordinating contract administration related activities between the Department and the Construction staff. Responsible for coordination, development, and management of subcontract administration and responsible for reviewing and processing requests concerning subcontract administration in accordance with Roadway & Bridge Specifications and federal regulations. Process these documents by coordinating with District Construction Engineer or designee. Input the particulars of each document into the appropriate databases. Prepare record retention paperwork for disposal of documents at the appropriate time frames. Assist in preparing various monthly, quarterly, and yearly reports for Department management.

    Participate in planning and directing the activities of the District Construction Compliance Office to ensure the Department's policies, procedures and guidelines associated with the external Equal Employment Opportunities Affirmative Action Program are adhered to. Assist with investigations of external Equal Employment Opportunities sexual harassment, age, disability, and any other Title VI complaints. Assist the District VI Coordinator in monitoring and reporting the Department's compliance with Title VI and related statutes.

    Oversee validation of all contract modifications on road and bridge construction projects in accordance with Construction Project Administration Manual (CPAM) as it relates to the assignment of work activity.

    Maintain, update and monitor various construction databases for subcontract administration and contract modifications. Produce reports from these databases.

    Oversee staff using the Electronic Document Management System (EDMS) to ensure that all documents are properly scanned, filed, attributed, and distributed. This duty requires the incumbent to plan with and motivate employees to effectively utilize the system while maintaining current efficiencies.

    KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of documents used to establish Florida Department of Transportation (FDOT) construction subcontract administration.

  • Knowledge of concepts, terminology, principles of road and bridge construction and maintenance.

  • Skilled in interpretation of FDOT “Standard Specifications” and “Roadway and Traffic Design Standards”.

  • Skilled in the use of personal computers, Windows, Word Processing, spreadsheets, email, and web-based system applications.

  • Ability to communicate effectively, both written and verbally, with contractors, FDOT and CEI staff, and the public.

  • Ability to work independently and effectively with little supervision.

  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to Equal Employment Opportunity/Disadvantage Business Enterprise/On the Job Training programs.

  • Ability to utilize problem-solving techniques.

  • Ability to plan, organize, and coordinate work assignments.

    MINIMUM QUALIFICATIONS:

    A high school diploma or its equivalent; 2 years’ experience in a related field can substitute for the high school diploma or equivalency.
