Description of Job

This position reports directly to theFacilities, Safety and Security Directorunder theAdministrative Offices Division( this position is not a remote position) and provides professional support and expertise to the FSS Director in areas such as coordinating any assigned building repairs, upgrades, renovations, staff relocations, and any facilities related maintenance and special projects. Must be able to work under minimum supervision.

Property Management

  • Coordinates property management of DOR leased space and owned space, ensuring day-to-day business operationsare maintained.

  • Responds to all maintenance and project requests. Uses judgment and resourcefulness to evaluate and prioritizefacility problems and emergencies.

  • Coordinates and facilitates the process for the maintenance, modification, and repair of the department’s physicalfacilities in conjunction with the Landlord, outside vendors, and other business associates as assigned by the Unit Manager.

  • Performs periodic building and site inspections of DOR facilities statewide to identify any deferred maintenance items, safety or security issues and ensure all facilities are maintained in a safe and functionally operational condition; Incorporates ADA evaluations as part of the Facility Inspections. Coordinates quarterly inspections with Office Managers and follow-up with Landlords as needed

Facility Improvement Projects

  • Assigned as the Project Coordinator on facility design and construction projects based on technical background and as a technical expert. May also act as the leader of a team of multi-disciplinary professionals engaged in the design of facility projects.

  • Applies principles, methods or tools for project execution including project schedules, coordination, monitoring, evaluating, and management of project resources and performance.

  • Adheres to budget estimates, confirms funding approval for proposals and vendor payments related to procurement of materials and/or services performed

  • Responsible for understanding safety procedures and ensuring that work is performed accordingly, DOR facilities meet Americans with Disabilities Act (ADA) requirements, and consult with ADA Coordinator as needed.

  • Works with FSS Director and agency management to determine, review and address facilities related decisions or activities.

  • Decides the best method and types of information to be used for tracking program priorities, tenant improvement, project schedules and budget.

Occupancy and Space Planning

  • Consults with Program Managers and designated program staff to develop, coordinate, analyze and reviewdepartment plans to strategize and prioritize occupancy of statewide facilities based on current and projectedchanges, budget conditions and staffing numbers.

  • Review and provide analysis of space standards by Program while planning and facilitating service integration activities.

  • Decides how to use available resources to design and develop occupancy and space plans.

Technical & Operational Support

  • Develop and implement appropriate policies and procedures related to areas of responsibility as needed or requested:

  • Apply technical skills to provide sufficient operational support and perform job effectively, efficiently, and timely.

  • Participate in cross-training with Team Members to serve as a back-up as needed and create backups for assigned responsibilities.

  • Ability to research and interpret lease documents, contracts and other formal agreements and fiscal/funding data; translate, exchange information, and present ideas clearly and accurately.

MINIMUM QUALIFICATIONS:

Must meet one of the following or any combination of experience/education to meet the minimum (MQ) qualifications:

OPTION 1:

  • Six (6) years of experience in facilities management; project management; or property management.

    OR

    OPTION 2:

    Bachelor's degree in Facilities Planning and Management, Project Management, Risk Management or a closely related field as determined by the Department.

    AND

    Two years of professional experience in facilities management; project management; or property management.

    OR

    OPTION 3:

  • Additional appropriate education in Facilities Planning and Management, Project Management, Risk Management will substitute for the required experience on a year-for-year basis.

    Substitutions:

    Additional professional experience in facilities management; building management, facilities risk management, construction management, project coordinator or property management related area which demonstrate the same kind, amount, and level of knowledge acquired in the required education will substitute for the degree requirement on a year-for-year basis.

    Preferred Qualifications:

    The ideal candidate will possess the following skills:

  • Experience in planning and coordination of new building projects, remodel projects, and office moves within state rules and regulations.

  • Experience using software such as Visio, MS Office and Google Suite, emails and calendars to document and track activities.

  • Experience in creating or implementing facility standards, policies, and procedures.

  • Demonstrate ability to multi-task and the ability to organize and facilitate groups.

  • Demonstrated flexibility and ability to handle simultaneous, competing priorities, often with minimal notice.

  • Ability to work independently and get assigned duties accomplished within the specified timeframes.

  • Ability to work in a flexible environment requiring constant change and accountability.

  • Proven ability to work independently and accept supervision.

  • Demonstrated analytical skills, and attention to detail.

  • Demonstrated experience in problem solving/troubleshooting.

    DOR Required Skills and Competencies :

    Competencies required for all DOR positions include good communications skills, interpersonal and people management skills, the ability to multitask, the ability to work with confidential information, the ability to work in high-stress environments, and the demonstrated ability to assist customers.

    Conditions of Employment with the CDOR :

    Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

    As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.
