Nature of Work

Provides customer service, support, and assistance for the Water Conservation Program within the City. Facilitates the implementation of water conservation measures to improve water use efficiency and assists in educating and supporting the community through various outreach venues.

Environmental Factors

Position works indoors in an office setting and outsidein all types of weather conditions and may be exposed to animals, insects, traffic hazards, dust and noise.

Physical Factors

Position requires visual acuity sufficient to comprehend written work instructions, technical documents and diagrams; manual dexterity to operate standard office equipment, including a personal computer or operating a vehicle.

Work Situation Factors

Position involves competing demands, performing multiple tasks, working to deadlines, work beyond normal business hours,working on holidays, weekends, nights, overtime and standby statusand responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. High profile position requires extensive interaction with external customers such as elected officials, state officials, and the media. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Duties and Responsibilities
  • Provides professional administrative assistance and support to implement water conservation measures and improve water use efficiency across the City; participates and assists in educating the City through effective outreach initiatives.

``` - Works closely with the Water Conservation Coordinator to analyze production and water consumption data across customer sectors; performs work across residential, commercial, and industrial areas and maintains reports and data.

``` - Monitors utilities applications and notifies customers of abnormal water usage; enforces water conservation ordinances and regulations and completes work orders as needed.

``` - Interacts and engages with customers to provide the appropriate level of response to inquiries, issues of concern, and requests for information regarding water conservation services, processes, policies, and procedures.

``` - Participates in patrolling activities to research incidents of water waste and other water misapplications; enforces Citys current Water Conservation Ordinance and Regulations; discusses water use restrictions with customers and maintains records of violations.

``` - Reviews, evaluates, and processes applications for the City's rebate and incentive program and reports rebate data and water comparisons utilizing Microsoft Excel.

``` - Contacts customers to set appointments to inspect rebate and incentive requirements and qualifications have been met and creates work order to process customer rebates.

``` - Ensures the proper use and completion of forms and documents; prepares and distributes documents and information, conducts research, prepares various special and recurring reports to meet established goals and objectives.

``` - Assists with maintaining the low-water use Demonstration Garden; updates the garden's plants, name stakes, and garden book; incorporates a garden volunteer program and prepares the garden for tours and special events.

``` - Assists field services personnel with customer requests for service and information; provides public relations assistance on various projects to timely and consistently present information to the public.

Minimum Qualifications

High School Diploma or GED. One (1) year of experience performing customer service functions preferably in a municipal setting.A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Licenses/Certification(s)

Valid driver's license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policies.

Knowledge, Skills, and Abilities

Knowledge of: principles, practices, techniques, activities, rules, and regulations related to the operations and functions of the position and services provided; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position.
