Air Education and Training Command ATTORNEY-ADVISOR (GENERAL) in Laughlin AFB, Texas

Summary The primary purpose of this position is to serve as a principal and senior legal advisor to the 47th Flying Training Wing Commander, staff, and subordinate organzations providing critical and specialized legal analysis on various matters; to include, but not necessarily limited to: Environmental, Labor, Contracts, Ethics, Legal Assistance and Preventative law. Responsibilities Serve as Specialized Skill Attorney and Advisor. Integrates the organization's strategic plan, mission, vision, and values into the team's strategies, goals, objectives, work plans and work products and services. Communicates on assignments, projects, actionable events, milestones, program issues and deadlines with other legal team members. Performs legal work in the area of Environmental Law. Advises and represents command in response to alleged environmental violations, to include negotiations with regulators and representation at administrative hearings; advises on compliance with all environmental laws and implementation of environmental regulations. Performs legal work involving Acquisitions and Contract Law. Reviews proposed procurement and NAFI contract actions; provides pre-award advice on a variety of issues to contracting officers and source selection authorities. Performs legal work in the area of Labor Law. Provides advice on adverse actions affecting civilian employees; provides advice and counsel to management on Equal Employment Opportunity (EEO) complaints; represents management in EEO complaint hearings; advises and provides representation in Merit Systems Protection Board (MSPB) appeals; provides management representation in unfair labor practice (ULP) actions. Responsible for overseeing the 47th Flying Training Wing's Ethics program. The ethics counselor will advise, brief and assist on the following topics: business visitors (e.g., product demonstrations and capabilities briefings); ethics training on the Standards of Ethical Conduct, Procurement Integrity, and related topics; participation in, or other dealings with private and professional organizations. Performs legal assistance and provides preventive law guidance. Participates in preventive law programs; and provides legal assistance for active duty members and their and their dependents relating to military readiness. Provides legal assistance that is mission-related; i.e., providing legal services to military members and their dependents which directly contributes to the military mission and readiness to deploy. Requirements Conditions of Employment Qualifications GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. Specialized Experience: In addition to the basic requirement, you must have professional legal experience in excess of two (2) years that commensurate with the duties and responsibilities of the position at equivalent to the GS-11 level or National Security Personnel System (YA-02) level, or The second professional law degree (LL.M.), plus one year of professional legal experience at the GS-11 level or National Security Personnel System YA2 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of law, legal principles, ethics and federal regulations relevant to the duties of the position and experience to provide timely and pertinent advice. Skill and ability to review and concisely & clearly convey legal issues, documents or decisions to personnel not in the legal profession. 2. Knowledge of Environmental and Labor law. Skill and ability to effectively communicate orally or in writing. 3. Skill and knowledge involving Contracts and contractual actions. Ability to plan and conduct thorough legal research with available resources. 4. Knowledge of the government-wide and Defense Federal Acquisition Regulation (DFARs). Ability to quickly and accurately identify key facts, assess their significance, and correctly apply pertinent legal standards and principles. 5. Skill and ability to recognize analyze and discern key legal points of a factual situation. Ability to effectively communicate orally and in writing in both formal and informal settings and provide reasoned analyses and clear conclusions on complex issues with little advance preparation. 6. Skill and ability to teach and guide lesser experienced attorneys and other members of the staff as necessary. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") This position is designated as a KEY POSITION IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. Education Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
