Los Alamos National Laboratory Deputy Group Leader (R&D Manager 3) in Los Alamos, New Mexico

What You Will Do

The A-Division Leadership team is looking for motivated and qualified candidates to fill the position of Deputy Group Leader (DGL) for the Intelligence and Systems Analysis Group (A-2) within the Analytics, Intelligence, & Technology,

Division (A Division). A-2 delivers technical analysis to support the U.S. Government's mission in detecting and countering the proliferation of technologies and commodities related to nuclear nonproliferation, nuclear weapons,

improvised nuclear devices, and nuclear and radioactive materials. Based within the Los Alamos National Laboratory Field Intelligence Element, Intelligence Analysts develop analyses for U.S. technical, intelligence, and policy

communities concerning the capabilities of nation-state and sub-national actors that may pose a nuclear threat to the U.S. and its interests. This work supports the Laboratory's deterrence mission by enhancing nonproliferation,

counter-proliferation, and counter-terrorism efforts through providing robust technical intelligence analysis and collaborating with Subject Matter Experts across LANL.

The Deputy Group Leader (DGL) will play a key leadership role within the Group, reporting directly to the Group Leader (GL). This position involves providing both technical and operational oversight, as well as offering technical

leadership to the Group. In collaboration with the Group Leader, the DGL will coordinate the activities of project leaders, team leaders, and staff to enhance capabilities, improve work quality, and ensure cost and technical

effectiveness. The role is advertised at a 50% FTE level, meaning the successful candidate will divide their time equally between management responsibilities and technical contributions, including leadership of programmatic work.

The DGL's core responsibilities will include:

  • Closely collaborating with the GL to fulfill the Group's missions, deliverables, and activities. This includes supporting the development and implementation of the strategic vision for LANL's Analytics, Intelligence, andTechnology Division.

  • Partnering with the GL to engage with key Program Offices, Principal Investigators, and sponsors, focusing on programmatic execution and strategic business development

  • Co-developing White Papers, responding to proposal calls, seeking LDRD funding opportunities, and exploring other funding sources.

  • Advocating for and representing the division's work integration and execution, providing leadership in strategic workforce development, succession planning, recruiting, retention, and advancing employee diversity.

  • Identify facility needs and technology investments necessary for sustaining operational and technological capabilities.

  • Fostering a collaborative, multidisciplinary environment, addressing personnel issues effectively, and supporting the GL in managing security, Environmental, Safety, and Health (ES&H) concerns, and overall conductof operations.

What You Need

Minimum Job Requirements:

Project Management

  • Demonstrated success in project management in a field related to the division, including working effectively with program and technical staff in defining and accomplishing program milestones (scope, schedule, and budget)while building technical capabilities within a team or group.

Leadership

  • Record of effective personnel motivation and development including staffing, mentoring, conflict resolution, addressing poor performance, and team building.

  • Prior experience in implementing institutional goals assuring the health and safety of workers, operational security, and environmental compliance.

Collaboration and Communication

  • Demonstrated experience in working with U.S. Government stakeholders such as the Intelligence Community (IC), DoD, NNSA, DOE-IN, DHS, etc. and partnering with LANL program offices to meet national security deliverables.

  • Excellent oral and written communication skills and demonstrated ability to interact effectively with all levels of Laboratory personnel and customers.

Education: Bachelor's degree in engineering, mathematics or a physical sciences degree and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Advanced degree in engineering, mathematics or physical sciences.

  • Expertise in one or more of the core mission areas of the Group.

  • Previous line management or program experience or prior leadership/management training.

  • Experience in the oversight of work performed in vaults/closed areas/SAPFs/SCIFs.

  • Demonstrated working knowledge of the U.S. nuclear stockpile;

  • Conceptual understanding of analytic tradecraft as implemented in the U.S. intelligence community, or equivalent critical thinking experience;

  • Experience supporting the U.S. intelligence community in a Change of Station or Interagency Personnel Assignment role, to include support to intelligence programs in an intermittent but regular frequency technicaladvisor role.

  • Active Q and/or SCI clearance.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q/SCI (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Term position: Regular-status Laboratory employees applying for term-status positions may retain regular status with approval of the cognizant Principle Associate Director.
