Veterans Affairs, Veterans Health Administration Training Specialist-TMS Domain Manager in Martinsburg, West Virginia

Summary This position is located in the Education Learning Resource Service (ELRS). Incumbent is responsible for managing all aspects of the TMS system, including setting up new accounts, educating new employees during New Employee Orientation, tracking of all assigned learning and communicating with the National Institute for Learning Education and Development (ILEAD) office for assigning new training. Responsibilities Major duties: Incumbent serves as the primary point of contact for all things TMS related. Serves as contact expert, collaborating with the Designated Learning Officer (DLO)/ Chief of Education and Designated Education Officer (DEO) to ensure that all education offerings are consistent with VA policy, meet education standards and mandates, are current, and can be tracked within the database. Incumbent serves as facilitator for TMS instruction during New Employee Orientation, including face-to-face training, as well as web-based training. Responsible for managing in the TMS VHA courses and content, creating and managing complex VHA level automated assignments to user profiles. Requirements for assignment profiles are identified in VA directives and Memos. Incumbent displays specialized knowledge of demographic data elements to identify and target audience for the assignment. Manages reporting needs from the TMS by interpreting and documenting business requirements from VHA Senior Leadership, Program Offices and Veterans Information Service Networks (VISN). Incumbent is responsible for translating business requirements into dashboards, report charts and reports for complex business requirements. Networks and partners with key individuals from VISN/VHA/ILEAD Program Offices to ensure that national training requirements and mandates are being managed through the TMS, providing guidance and support concerning VHA educational offerings, mandatory and required training and understanding of how to identify target audiences in the TMS. Manages and tracks learners training and learning events; ensures learning is aligned with organizational goals and objectives. Provides guidance and oversight to group users into TMS domains that mirror the VHA organizational structure. The VHA TMS Domain structure is used for the purpose of managing and automating assignments of curricula, catalogs, competency profiles and reporting. Collaborating with Service Chiefs to assess learning needs and develop accredited programs to meet those needs. Performs all other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 7:00am - 4:30pm (compressed) or 7:00am - 3:30pm Telework: Ad-hoc telework available. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: GS-9 Training Specialist-TMS Domain Manager Qualifications Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(d); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; work in the occupation or subject-matter field of the position to be filled that required training or instructing others in a regular basis. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related, with a major study in education or a subject area related to the position to be filled. Note: You must submit a copy of your transcripts with your application. OR Combination: Possess an equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-9 grade level. GS-11 Training Specialist-TMS Domain Manager Qualifications Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(d); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; work in the occupation or subject-matter field of the position to be filled that required training or instructing others in a regular basis. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M. , if related, with a major study in education or a subject area related to the position to be filled. Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work.
