    JOB SUMMARY

    Under the direction of the Public Works and Municipal Services Department Director, leads, sets vision, plans, directs, oversees, and evaluates all programs and services of the Public Works Operations Division. Works closely with customers and develops budgetary and organizational strategy to carry out required work in the jurisdictions served by the division. Manages employee organization, hiring, training, career development, and disciplinary processes. Works with County leadership and other divisions to accomplish the goals of the County including emergency response and recovery.

    MINIMUM QUALIFICATIONS

    Bachelor’s degree or equivalent in engineering, construction management, business administration, data analytics, economics, accounting, public administration or related field with a minimum of eight (8) years of increasingly responsible work experience closely related to roadway design, construction, or pavement management, three (3) years of which must have been in a management or supervisory capacity; or an equivalent combination of related education and experience. Education may not be substituted for the required management or supervisory experience.

    Licensed Professional Engineer in the State of Utah, or Licensed Professional Engineer in another state, with the ability to obtain licensure in Utah within 6 months.

    A valid Driver’s License issued by the State of Utah may be required to operate a vehicle.

    ESSENTIAL FUNCTIONS

  • Leads the Public Works Operations Division and sets vision, goals, and strategy for successful completion of work.

  • Manages customer relations with multiple municipalities and jurisdictions to align division priorities with customer goals and budgets.

  • Oversees all human resources and employee relations work within the division including division organization, hiring, promotion, compensation, conflict resolution, and disciplinary processes in coordination with County Human Resources

  • In coordination with department director, department fiscal administrator, and division fiscal manager, oversees preparation of the division’s annual budget.

  • Manages and oversees execution of contracts including multiple full-service and single-service contracts for work performed in jurisdictions and municipalities throughout Salt Lake County.

  • Long-range planning and analysis to ensure viability of the division and ability to accomplish required contract work.

  • Builds a productive work environment and culture within the division where employees understand their responsibilities, are rewarded for exemplary performance, are held accountable, and carry out their jobs in a professional and timely manner.

  • Assists with regional and state-wide policy interpretation. Analyzes the impact of existing and proposed legislation or ordinances and provides recommendations to County management and contract jurisdictions.

  • Works closely with jurisdictions and County management to coordinate activities and promote a uniform and comprehensive approach to planning an execution of services.

  • Works with County management and jurisdictions in emergency preparation, response, and recovery activities.
