This is a full-time, annually renewable, academic/administrative position that reports to the Director of TLI. JOB DESCRIPTION: 1. Finance and HR functions (50%) - Oversees department financial function. Plans and oversees the entire budget process for the department. Plans and develops annual operating budgets in consultation with the director. Implements and manages annual budgets. - Analyzes and plans non-sponsored budget forecasts and advises on trends and patterns to the director. - Collaborates with the director on hiring, cost negotiations, and long-range fiscal planning. - Supervises the financial staff member to monitor department accounts, sponsored, non-sponsored and external sales, and provides approval for expenditures, following University, college, and department policies and procedures. - Manages the external grants and external sales pre-award and post-award process. - Serves as the primary local HR contact and a resource to the director regarding the management of department human resources issues. - Oversees the administrative coordination of annual performance review, staff professional development and employee governing policies including bargaining unit contracts and civil service rules. - Communicates payroll-related standards, University policies and union contract requirements to supervisors and employees. - Oversees the payroll process for accuracy and compliance to ensure correct payments. 2. General administrative (35%) - Manages department administrative operations and sets goals and strategies to ensure its day-to-day operational and business needs are effectively and efficiently met. - Partners closely with the director in strategic planning, setting priorities and achieving the best use of overall unit resources. - Consults regularly with the CSE Dean's Office to implement, interpret, and develop policies, procedures, and practices for the department. - Monitors project timelines and actively engages the department academic leadership in event planning. - Leads the administrative staff team to foster a professional, positive and supportive culture and work environment. - Manages the administrative staff, including recruiting, interviewing, hiring, training, coaching, rewards, performance evaluations, disciplining and promoting professional development. 3. Facilities Management (10%) - Manages department space, including the TLI classroom, offices, and meeting rooms. - Oversees space renovation projects in coordination with the University, college and with facilities management. - Oversees information technology for TLI. - Oversees Institute access control process. 4. Other (5%) - Special projects as assigned by the director - plans and oversees the execution of special projects. - Represents TLI at the appropriate administrator meetings, collegiate committees and task forces, University-wide committees and task forces, and to external constituents. Qualifications MINIMUM QUALIFICATIONS: - BA/BS with at least 6 years of experience in administration, human resources, or a related field. Demonstrated experience in progressively responsible roles managing office operations, including budgeting and human resources, with prior oversight of a small department or cross-disciplinary team. - Ability to work independently, creatively, and collaboratively in areas requiring problem-solving and multitasking. - Computer skills in a networked environment and ability to develop and use computer data management and accounting tools. - Strong communication skills, both written and verbal. - Ability to work with diverse faculty, staff, and students. Strong commitment to fostering a culture of inclusion. PREFERRED QUALIFICATIONS: - Masters Degree and 4 years of experience in student affairs, college student personnel, student services or education administration settings. - Experience working within an academic/research unit, preferably related to science or engineering. - Knowledge of University of Minnesota systems such as PeopleSoft EFS and HRMS, Sponsored Projects Administration, Donor Management System, etc. About the Department The Technological Leadership Institute (TLI) is an interdisciplinary center at the University of Minnesota established in 1987 by an endowment from the Honeywell Foundation.
