We invite leaders who will bring a blend of technical and people leadership skills to our Minneapolis Technology Division.

As the Director of Solutions Delivery and Productivity Services, you will lead teams responsible for providing technology solutions to address the evolving needs and strategic priorities of Federal Reserve Bank of Minneapolis’s Business Lines. The position provides IT support to local and System functions that utilize Cloud, SaaS, LCNC and Legacy Development Frameworks. In addition to delivering solutions, this team plays a key role in defining standard processes, methodologies, products, and training to practitioners, citizen developers, subject matter experts, executives, and stakeholders across the Federal Reserve System.

The director will lead two distinct areas: Solutions Delivery and Productivity Services. Solutions delivery encompasses agile teams consisting of traditional application development, including but not limited to SaaS and cloud-native solutions. Productivity Services is dedicated to process optimization and enhancing business value through use of LCNC platforms and automation.

This position is not a remote position. The Bank believes in flexibility to balance the demands of work and life while also recognizing the necessity of connecting and collaborating with our colleagues in person.

This is a hybrid position and onsite work is an essential function of this position, and you are expected to be in the office at least 2 days per week for meetings and team collaboration, unless directed otherwise by your supervisor.

Responsibilities:

  • Provide direction to a team of productivity solution developers and collaborate with Product Owners, ensuring prioritization of product backlogs, through active contribution in planning meetings, risk and strategy review.

  • Lead, manage, and mentor a team of supervisors and engineers delivering technology solutions by fostering a collaborative and high-performance work environment.

  • Ensure standards are being incorporated into delivery and influence the development and maintenance of standards, methodologies, practices, products, tools and training offerings for these products.

  • Work with department officer and IT management team to formulate, implement and measure outcomes of strategic plans, budget and resource planning, projects, performance and related matters.

  • Serve as a resource and adviser to business areas, Information Technology staff and FRS business stakeholders on IT support, services, and solutions.

  • Support official staff in the effective and efficient administration of the department, which includes performance management, planning and ensuring resource alignment; developing and monitoring department/section budgets; developing and monitoring operational performance metrics; and developing strategic plans to achieve business objectives.

  • Ensure department/section processes are efficient and effective, and procedures are up-to-date, relevant, and adhere to compliance standards.

  • Develop, motivate, and evaluate performance of staff, which includes managing staff to identify developmental assignments and training opportunities, working with individuals on their career goals, delegating responsibilities, providing timely feedback, and evaluating performance on any of the preceding duties.

  • Oversee and manage both billable and non-billable resources to ensure optimal utilization, alignment of skills/demand and ensuring business value delivery.

  • Track, monitor, report on resource allocation, balancing workload and aligning staff with project demands and business objectives.

  • Respond to audit reviews, complete compliance activities and findings for existing processes, applications/software.

  • Mature our agile and development practices through proven thought leadership and effective processes and practices (i.e. DevOps, Continuous Integration/Continuous Development and Scrum).

Qualifications:

  • Associate degree AND twelve (12) years of progressive technical experience in information technology. Minimum 5 years of experience managing staff and leading a technical or support function OR

  • Bachelor’s degree AND ten (10) years of broad technical experience in information technology. Minimum 5 years of experience managing staff and leading a technical or support function OR

  • Master’s degree AND eight (8) years of years of broad technical experience in information technology. Minimum 5 years of experience managing staff and leading a technical or support function.

  • Experience directly leading a team through changing work requirements, performance management and priorities, demanding deadlines as well as being able to keep pace with multiple concurrent initiatives.

  • Experience balancing the needs of multiple stakeholders and finding good solutions that will work for all parties Strategic, critical thinking and judgment skills.

  • Excellent oral and written communication skills. Ability to identify and manage risk. Excellent analytical and problem-solving skills.

  • Advanced proficiency with standard business productivity applications and software (i.e., Microsoft Office Suite).

In addition to meeting one of the above educational qualifications and years of experience, the following are desired qualifications:

  • Working knowledge of the following technologies: Office 365 suite of tools, SharePoint Online, PowerApps, Power Platform, Power BI, Tableau and Robotics Process Automation.

  • Experience with AI and application of the technology within a business context.

  • Cloud Certifications (AWS, Azure)

  • Working experience with one or more software development life cycle methodologies such as Agile SCRUM is desirable.

  • Knowledge and some experience with product development processes.

  • Ability to work in a dynamic environment and achieve results amidst constraints.

  • Operate at a strategic level, but close enough to technical details to drive value for stakeholders and technical teams.

Additional Information:

Full Salary Range for this position: $152,400- $190,536- $228,600 Annual

Salary offer will be based on the location, qualifications/experience of the candidate, alignment with market data, the needs of the position, our total compensation package, and internal equity.
