The Finance Manager reports directly to the team's Finance Director (CFM), manages a team of finance professionals, and serves as a member of the leadership team. The Finance Manager ensures that accurate and timely financial information is provided to unit leadership; provides accurate and timely financial and other information to University leadership by gathering, interpreting, and analyzing data from numerous sources; and serves as the primary budget liaison with the Office of Budget & Finance and several complex Resource Responsibility Centers (RRC's) representing a large portion of central administration at the University. JOB DUTIES: 1. Manage and coordinate the University's annual budget and compact processes for several RRC's (40%): In partnership with the CFM, coordinate the complex budget/compact process for multiple and varied RRC's/units. This includes meeting with RRC/unit leaders to shape budget submissions, suggest reallocations, interpret the budget/compact instructions and provide financial data to inform the budget/compact process. Consolidate materials for budget/compact submission to the Office of Budget & Finance and presentation by senior leaders. Review, balance and submit budget development worksheets. Collaborate with RRC's to balance their annual budget allocations Coordinate the budget entry process for the RRC's Interpret budget instructions for units Set and monitor internal deadlines Review unit budget entry for accuracy and structure Develop and balance several unit budgets Submit final and balanced RRC budgets to the Office of Budget & Finance. 2. Advise University leadership and the Office of Budget & Finance on budget issues as they arise (25%): Track commitments and analyze various leadership initiative accounts in several units Coordinate the transfer of funds across the University system to fulfill leadership commitments Determine available funding Advise on budget structure and organization In coordination with the CFM, serve as a liaison with Office of Budget & Finance for the RRC's. Provide financial information and clarification as requested. Problem solve regarding the budget model and funding commitments 3. Manage a team of finance professionals (20%): Manage a team of finance professionals coordinating financial management and budgeting services, including but not limited to budget prep, financial statement preparation and financial reporting, coordinating year-end activities, and overseeing accounts payable, accounts receivable, and procurement activities, grants and/or contracts administration, and fiscal year end Lead, coach and support the finance professionals to ensure effective and efficient planning, communication, consultation, monitoring and oversight, problem resolution, and problem escalation Ensure that the finance professionals are providing consistency and clarity in the interpretation and administration of University policies and procedures to assigned units Determine workload and unit assignments of finance professionals to ensure that work is done in an equitable, timely and accurate manner Maintain efficient and effective transactional processes and systems among the finance professionals that comply with University policy and procedures 4. Oversee, monitor and analyze budgets of several RRC's (15%): Assist with budget planning, financial modeling and resource allocation strategies of the units Ongoing maintenance and oversight of RRC budgets Provide periodic updates to unit leaders Raise budget issues with unit leaders and advise on potential solutions Assist units with policy and procedure interpretation Disseminate information to units from various University central offices Qualifications REQUIRED QUALIFICATIONS: BA/B degree with at least 10 years of related experience Demonstrated experience managing and supervising staff Ability to build and update financial reporting from University systems Working knowledge of the University's finance policies, procedures, and processes Strong oral, written, and interpersonal skills, and the ability to communicate effectively with diverse audiences Demonstrated ability to interpret, present, and analyze information and ideas clearly and accurately in writing, verbally, and by preparation of financial reports or other materials. Excellent organizational skills and ability to prioritize multiple and sometimes competing projects and assignments Demonstrated success in building and maintaining effective working relationships Demonstrated record of supporting equity, diversity and inclusion in the workplace PREFERRED QUALIFICATIONS: Motivated self-starter Current U of MN employee MBA or a graduate degree in a related field or CPA certification Current U of M Certified Approver Proficient in working in EFS (Enterprise Financial System), HRMS (PeopleSoft Human Resources), UM Analytics About the Department The Morrill Hall Shared Services Team provides finance and HR support to the Office of the Executive Vice President and Provost and its reporting units (Office of Undergraduate Education, Graduate School, Office for Faculty and Academic Affairs, Office of Public Engagement, Institute for Advanced Study, Distributed Learning, Northrop, U Ticketing, and Weisman Art Museum) as well as the Office of the President and its reporting units (Senate Office, Office of Institutional Compliance, Native American Affairs, Government Relations), Office of University Relations, Office for Equity and Diversity, Office for Student Affairs, Office of the General Counsel, and the Office of the Board of Regents.
