Job Title: Emergency Management Watch Officer

Location(s): Morgantown, WV

Status: Full-Time

FLSA: Exempt

Hiring Range: $60,000 - $90,000/yr. ( The anticipated starting salary is based on the posted minimum requirements for this position. The offered salary will be based upon the selected applicant’s education, training, and experience.)

RSI is recruiting for an Emergency Management Watch Officer who is responsible for monitoring, reporting, and providing notification of emergencies in a 24/7 capacity, which requires working a non-typical schedule. This position is responsible for emergency recognition, call-taking, notifications, communications, and reporting in accordance with DOE Order 151.1D, Comprehensive Emergency Management System. The candidate must be able to work watch office shift as assigned depending on business need. The schedule may be altered at any time. The candidate must also be able to work 24/7 on a rotating on-call schedule as required for off hours, holidays, and weekends.

This position is required to travel 0% to 9% of the time.

Essential Duties and Responsibilities:

  • Serves as an Emergency Management Watch Officer responsible for emergency call taking, communications, and reporting.

  • Monitor and review various systems for emergencies or disasters impacting LM operations and staff.

  • Operate the mass notification system to alert and communicate protective action messaging.

  • Perform information gathering, validating, sharing and coordination with internal and external organizations.

  • Develop, prepare, and engage in formal and informal communications for internal and external stakeholders at all management levels.

  • Support the development of emergency planning documents, reports, presentation materials, and official correspondences.

  • Support and participate in, emergency training, drills, exercises, and other readiness assurance activities.

  • Serve as a member of the emergency response organization as a qualified Emergency Management Watch Officer and the Emergency Operations Center Staff.

  • Perform other assignments within the emergency management organization as requested.

  • Ensure personal Safety and the safety of coworkers.

  • Other duties as assigned by EM Operations Manager, or EM Manager.

Required Education and Years of Relevant Experience:

Bachelor’s degree in emergency management, Business, Public Administration, English, Communications, or related field.

Required S kills and Abilities :

  • Experience performing within a dynamic, high-stress environment.

  • Experience with oral and written communication to internal and external stakeholders or customers.

  • Experience in customer service within the government, nonprofit, or private/business sector.

  • Skill in operating radio, telephone, and computer equipment to receive, transmit, and record information.

  • Must serve as member of the Emergency Response Organization and serve on an 24/7 on-call basis to respond to emergencies.

  • Proficient with Microsoft Office Suite and/or similar technology platforms (e.g., Microsoft 365, PowerPoint, Excel, Microsoft Project, etc.)

  • Knowledge of emergency management principles, practices, and concepts.

  • Knowledge of the National Incident Management System and Incident Command System.

  • Experience in DOE operations center or watch office desired.

Licenses and Certifications:

  • Valid Driver’s License

Essential Physical Requirements:

Light: Work involves moving objects by exerting up to 20 pounds of force occasionally, or up to 10 pounds of force frequently, or a negligible amount of force constantly. Physical demand requirements are in excess of those for sedentary work. Even though the weight lifted may be only a negligible amount, a job/occupation is rated for light work when it requires (1) a significant degree of walking or standing, (2) mostly sitting while pushing or pulling arm or leg controls, or (3) working when the weight of the materials is negligible. (The constant stress and strain of maintaining a production-rate pace, especially in an industrial setting, is physically demanding of a worker even though the amount of force exerted is negligible).
