The principal function of an employee in this role is to provide technical permitting support and assistance in processing and issuing permits. This role requires experience with commercial and residential building permits, electrical, mechanical, and plumbing permit processing, and issuance. An employee in this role will answer questions from citizens, builders, and business owners in person, over the phone, or by email and excel in these communication forms.\ \ ROLE SUCCESS PROFILE\ \ Key Job Accountabilities:\ Calculates fees; calculates square footage; verifies occupancy classification and type of construction.\ Answers phones and greets the public to provide information, handouts, assistance, and receive complaints; as necessary, direct calls and visitors to the appropriate department or individual.\ Determines the clients permitting needs by interviewing and soliciting information from applicants; explains codes, regulations, and procedures; quotes applicable fees to the public, businesses, and contractors.\ Accepts, reviews, and evaluates building permit applications for completeness and correctness; reviews blueprints for completeness and accuracy and checks for basic code compliance.\ Processes permits over the counter for electrical, plumbing, and mechanical.\ Issue permits per City regulations.\ Determines which agencies must review applications and route building permits for such agencies and departments to process.\ Provides information to the public concerning the building permit process requirements, codes, and inspection procedures.\ Assists the public in completing applications for building permits.\ Receives various complaints and handles or routes them to the appropriate staff to resolve.\ Investigate businesses and/or individuals construction or renovation without appropriate permits; resolve to achieve compliance.\ Prepare and accurately maintain information and documents for public records; compile, prepare, and distribute various reports as required or requested.\ Compose, prepare, and type correspondence, memos, and other materials related to permits, department operations, and activities; revise permits and certificates as necessary.\ Provides effective professional liaison between the Department and other City Departments, representatives from public agencies, area businesses, and the general public.\ Listens to and directs comments and complaints from the departments/divisions relating to building safety operations and takes appropriate action to resolve and refer such complaints.\ Interprets and applies departmental or office rules, policies, and regulations in accordance with prescribed procedures and guidelines.\ Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.\ Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.\ Other projects, tasks, and duties as assigned.\ Key Behavioral Competencies:\ Accountability Ability to accept responsibility and account for his/her actions.\ Analytical Skills Ability to use thinking and reasoning to solve problems.\ Commitment to Safety Understands, encourages, and carries out the princ ples of integrated safety management; complies with or oversees compliance with safety policies and procedures; completes all required training; takes personal responsibility for safety.\ Detail Oriented Ability to pay meticulous attention to all aspects of a situation or task, whether small or seemingly unimportant.\ Innovative Ability to look beyond standard solutions.\ Judgment The ability to formulate a sound decision using the available information.\ Problem-solving Ability to find a solution for or to deal proactively with work-related problems.\ Reliability The trait of being dependable and trustworthy.\ Time Management Effectively utilizing the available time to complete necessary job tasks.\ \ Education, Experience Level, Certification Requirements:\ High School Graduate or General Education Degree (GED).\ Permit Technician Certification.\ 3 years of experience as a Permit Technician or any combination of experience which provides the equivalent scope.\ ICC Certified Permit Technician is preferred with the ability to obtai
