Summary YOU WILL SERVE AS A HUMAN RESOURCES SPECIALIST (ER/LR) IN THE COMMAND OPERTATIONS DEPARTMENT, HUMAN CAPITAL MANAGEMENT DIV OF FLEET READINESS CENTER SOUTHWEST. GS-07: $55,836 - $72,588 GS-09: $68,297 - $88,786 Responsibilities You will provide advice and assistance in the areas of discipline, adverse actions, grievances, employee counseling, and related functions. You will ensure official case files are maintained in accordance with regulatory guidance. You will interpret policies and provide advice on issues such as substance abuse, sexual harassment, hours of work, changes in working conditions and schedules, leave administration, job-related stress, and pay entitlements. You will assist in researching facts, legal precedents, and developing case strategies. You will prepare and present findings to recommend and carry out actions regarding difficult human resources issues. Requirements Conditions of Employment Qualifications For the GS-09 Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying human resource management theories, concepts, principles, laws, regulations, precedents and procedures related to Labor & Relations to identify interrelated problems, draw conclusions, and recommend appropriate courses of action; 2) Applying fact-finding, analytical and problem-solving methods and techniques; 3) Preparing and presenting findings to recommend and carry out specific actions regarding difficult issues; 4) Assisting with the development of case strategies; and 5) Providing advice and guidance on controversial or complex issues related to Employee and Labor Relations. For the GS-07 Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying human resource management theories, concepts, principles, laws, regulations, precedents and procedures related to Labor & Relations; 2) Assisting in identifying interrelated problems, drawing conclusions, and recommending appropriate courses of action; and 3) Assisting in fact-finding, analytical and problem-solving methods and techniques.
