Naval Facilities Engineering Command SUPV FACILITY SUPPORT CONTRACTS & FACILITY SERV BRANCH HEAD in Naval Business Center, Pennsylvania

Summary You will serve as a FACILITY SUPPORT CONTRACTS BRANCH HEAD in the Public Works Department of NAVFAC ENGINEERING CMD MID-ATLANTIC. Responsibilities You will analyze program strategies to determine compliance with regulations, procedures, and management practices. You will advise management on various types of contract strategies related to business operations to achieve optimum results. You will assess employee work performance to determine if they are meeting established performance objectives. You will identify actual or potential problems area and initiate or direct corrective action to ensure the application of sound management practices and procedures. You will develop quality assurance contract criteria and preparation of quality assurance plans, contract specifications, and inspection reports. You will monitor business performance metrics and strategic plans to accomplish command's mission. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: One year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following1) Responsible for the branch's efficient and effective operation as it relates to inducting and tracking service contracts to completion for CNIC and supported commands. 2) Assigns work to subordinates based upon frequently dynamic priorities.3) Provides technical oversight and guidance and resolves conflicts in unique circumstances.4) The incumbent allocates resources within the broad guidelines of the Public Works Business Line among staff to ensure optimum services. 5) The incumbent directs staff and provides technical coordination and integration of PWD and Business Line's goals and objectives. 6) The incumbent is responsible for solving business problems that subordinate employees encounter and communicates with PWD leadership, Business Lines and Support Lines to reconcile conflicts that may affect the success of the PWD. Assigns work, setting priorities and preparing schedules of work completion, based on these priorities with consideration for the difficulty and requirements of the assignments and employee capabilities.
