United States Fleet Forces Command TRAFFIC MANAGEMENT SPECIALIST in Naval Weapons Station, Virginia

Summary You will serve as a TRAFFIC MANAGEMENT SPECIALIST in the TRANSPORTATION BRANCH of NMCLANT DET YORKTOWN VA. Responsibilities You will carry out program planning, program evaluation, and technical advisory assignments. You will perform independent analytical studies to eliminate problem areas while perfecting and developing new management information to enhance traffic management efficiency. You will analyze problems involved in traffic management operations and programs and propose solutions based on sound judgement and technical considerations. You will analyze the selection of the mode of transportation best suited to the peculiar characteristics of the lading to be shipped. You will determine the carrier and compare costs to select the most efficient and economical or expeditious method of shipment for motor, rail, freight, forward, and air shipment explosives. You will establish and develop practical and modern methods in performing traffic operations and maintaining responsive transportation data. You will classify all domestics and export shipments moving commercially by air, water, rail and/or mother vehicle. You will analyze and determine the requirements for special movements of materials which have hazard, secrecy, special qualities, or great urgency in shipment. You will determine carrier capability and performance standards, and safety of delivery of explosive shipments. You will prepare reports and correspondence covering incoming material lost, damaged, over, or short. You will ensure that security regulations are followed in handling highly classified material. You will monitor reports of shipment discrepancies, late deliveries, and inadequate equipment to detect trends in carrier performance. Requirements Conditions of Employment Qualifications To qualify for the TRAFFIC MANAGEMENT SPECIALIST, GS2130-09 position, your resume must demonstrate at least one year (52 WEEKS) of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing traffic management services in the responsive and cost-effective shipment of ordnance material. Experience carrying out program planning, evaluation, and technical advisory assignments in traffic management questions, problems, and projects. Experience applying traffic management policies, regulations, procedures and transportation methods and practices. Experience using knowledge of transportation regulations to analyze and resolve problems of a procedural or factual nature; and knowledge of transportation requirements to evaluate day-to-day operations in ensuring the efficient and economical use of carrier services. Experience determining the carrier, comparing costs most efficient, economical, or expeditious of shipment for motor, air, or water. Experience classifying commodities on domestic and export shipments moving commercially by air, water, and/or motor. Experience preparing Bill of Lading and other required shipping documents. Experience maintaining all required transportation records and submits reports, performs inspections inbound/outbound motor vehicles loaded with hazardous materials to ensure compliance with all regulations. To qualify for the TRAFFIC MANAGEMENT SPECIALIST, GS2130-07 position, your resume must demonstrate at least one year (52 WEEKS) of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing analytical surveys and studies of traffic management functions, operating methods, procedures, and performances. Experience utilizing transportation systems to determine carrier types of service to find the best economical and efficient methods. Experience classifying all domestic and international shipments moving commercially by air, water, and/or motor vehicle. Experience coordinating information to schedule shipment dates, considers the compatibility, required delivery dates and destinations of material to enable the station to meet the needs of the customer. Experience determining carrier capabilities and performance standards, and safety of delivery of explosive shipments. Experience carrying out program planning, program evaluation, and technical advisory assignments. Experience monitoring newly established procedures and ensures that correct classification and shipping procedures are implemented. Experience performing inspections on inbound and outbound motor vehicles with hazardous materials; analyze to determine requirements for special movement having hazardous, classified and secret, or urgency of shipment requirements.
