Job Description

The Washington Metropolitan Transportation Authority, Office of Bus Service Planning and Scheduling is seeking a candidate to join our Scheduling System Support team, a small group of analysts who use SQL, Python, and other data science tools to integrate planning, scheduling, and spatial data that supports bus operations, informs transportation planning initiatives, and provides data to third-party transit apps.

A successful candidate will have a passion for public transportation, be adept at critical thinking and creative problem solving, and has fun wading knee-deep through unprocessed data generated by operational systems. This role involves hands-on technical work and development of complex data-transformation algorithms, paired with project and customer-relationship management. This role also includes program management of a portfolio of in-house and contracted data transformation tasks and projects. A successful candidate will have advanced skills with relational databases and SQL (Oracle preferred), and coding/scripting languages, as well as a strong knowledge of public transit data systems that generate structured data (passenger counters, fare collection, vehicle location, etc.) or similar datasets from related industries.

Minimum Qualifications

Education

  • Bachelor’s degree in Urban Planning, Transportation, Information Technology, or related field.

  • In lieu of a bachelor’s degree, a high school diploma or GED and four (4) years of experience in transportation planning.

Experience

  • A minimum of four (4) years of experience in transportation planning.

In accordance with the Washington Metropolitan Area Transit Authority’s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Summary

The Technical Systems Analyst is responsible for assisting in the acquisition, maintenance development, implementation, and integration of transit data fundamentals to various Intermodal Strategic Planning / Department of Bus Services (IPLN/BUSV) systems. The incumbent is tasked with streamlining the timetable development and layout procedures using state-of-the-art software packages, Database Management Systems (DBMS) and Geographic Information Systems (GIS). The employee also assists in the analysis, review, preparation and implementation of various projects and programs for the Authority.

Essential Functions

  • Maintains a mobile Geographic Information System (GIS) housing a complete set of Washington Metropolitan Area Transit Authority (WMATA) bus routes, patterns, and bus stops critical information for integration of all data subsystems including the Automatic Vehicle Location system, the BusETA, Customer Information System and the farebox reporting system. Implements and updates bus stops and routes information, coordinating with schedulers and planners in the Office of Intermodal Strategic Planning (IPLN).

  • Performs quality assurance (QA) checks for Bus Planning, Bus Scheduling and Bus facilities data. Executes technical data quality control efforts for the bus operations and maintenance database and systems.

  • Participates in the ongoing Bus Systems Integration program, with particular reference to bus operations data and serves as bus systems database expert for the Authority. Maintains liaison relationship with BUSV and other WMATA departments using and developing bus data, as well as numerous software and hardware vendors.

  • In accordance with applicable codes, principles and standards, provides daily technical support to schedulers and planners and building bus routes mileage evaluation, bus stops maintenance, and management systems.

  • Coordinates with technical specialists in BUSV to disseminate data to WMATA buses, the Office of Information Technology (OIT) and other business partners involved in bus service integration.
